To concretise the goals and tasks outlined in the Resolutions, the local authorities, from the provincial to the grassroots level, have organised widespread dissemination of the content of the Resolutions.
Following the principle of focusing on quality and production value rather than quantity, Hiep Hoa district has issued resolutions, plans, and projects to increase income for rural residents.
The district has identified key solutions to increase the income of rural residents, including selecting suitable crops and livestock and organising modern production models that apply mechanisation in production.
Many places have formed linkages to purchase rice, vegetables, and other crops for farmers, generating hundreds of millions of VND per hectare per year.
For instance, Hiep Hoa district’s Dong Lo commune has maintained a long-standing intensive cultivation of various spice vegetables, with a value of about 500 million VND (19,573 USD) per hectare per year.
In Tan Yen district, at the end of 2024, the value of production per hectare of cultivated land reached 173.2 million VND, surpassing the plant by 0.6% and more than 35 million VND higher than the provincial average.
This result came after the district Party Committee issued a project on transforming the agricultural economic structure, applying high-tech methods, and promoting organic farming for the 2021-2025 period.
Annually, the district allocates funds from the budget to cover 50% of the costs for seedlings, livestock, fertilisers, and pesticides for participants in these linkages.
Experiences from various localities show that where the local authorities are determined and the people actively respond to, agricultural economy thrive and production value increases.

Bo Lo village in Nghia Hung commune, Lang Giang district was recognised as a model new-style rural commune in 2023. |
According to the provincial Department of Agriculture and Rural Development, by the end of 2024, the average production value per hectare of agricultural land had reached 138 million VND, an increase of 31.4% or 33 million VND per hectare compared to 2019.
To increase agricultural production value and improve rural incomes, localities will continue to promote the role of officials and Party members in encouraging residents to shift crop and livestock structures and introduce new high-value crops into production.
District, township and city authorities are directing specialised agencies to simplify administrative procedures, shortening processing time to make it easier for the people to access preferential policies.
Dao Cong Hung, Acting Chairman of the People's Committee of Luc Ngan district, stated that the district has developed a project to promote commodity-oriented agricultural production linkages.
Additionally, resources from programmes and projects allocated by the central and provincial governments will be prioritised for training and technology transfer for the people.
In addition to these solutions, according to a leader of the Department of Agriculture and Rural Development, to increase production value, quality seed varieties should be introduced, and technical advancements should be applied in production.
The department has directed specialised units to closely monitor pest outbreaks and proactively advise farmers on effective prevention measures, while also promoting the application of science and technology and encouraging effective models and practices.
Each citizen, business, and cooperative should actively explore new production methods to contribute to the growth of the agricultural sector.
