Bac Giang exerts efforts to improve PAPI index

BAC GIANG - After a two-year hiatus due to data interference, recently, Bac Giang province was ranked 10th nationwide in the provincial public administration and governance performance index (PAPI) in 2023. This result deserves the province's efforts in implementing administrative reform tasks and improving the quality of public services.

According to the 2023 PAPI ranking, Bac Giang province scored 44.32 points, ranking 10 among 63 provinces and cities, climbing three places compared to 2020.

The province had five out of eight sub-indexes with the highest scores in the country: participation at local levels (5.58 points); transparency in local decision-making (5.69 points); vertical accountability towards citizens (4.39 points); control of corruption in the public sector (7.15 points); and e-governance (3.48 points). Compared to 2020, six sub-indexes saw scores increase and two decrease.

In particular, in 2023, the ‘participation at local levels” sub-index ranked 4th in the country. The provincial People's Committee launched many channels to receive feedback and recommendations such as hotlines, zalo, and on-site information system.

In addition, the Chairman of the provincial People's Committee established a working group headed by him to receive and process information and reports on harassing behaviors of officials and civil servants in performing duties as well as difficulties and obstacles in the investment and production process.

The locality regularly reviewed to shorten dossier processing time, and simplify administrative procedures. In 2023, the province approved a plan to streamline 25 administrative procedures prescribed in legal documents of the Government and 18 internal ones between state administrative agencies in the province.

It applied the one-stop-shop mechanism associated with digital transformation; replicated good initiatives and models in administrative reform. Every week, the Department of Information and Communications submitted a report to the Chairman of the provincial People's Committee on the settlement of administrative procedures.

Agencies and localities were requested to count responsibilities in case of overdue documents and seriously apologize to people and organisations. Bac Giang province’s rate of documents returned ahead of schedule and on time was always high (over 98%).

Administrative reform is considered by the province as a daily work, with only a starting point, and no ending point. After each announcement of PAPI ranking, the provincial People's Committee has organised conferences to analyse and evaluate each sub-index and set solutions to improve quality and efficiency for the following years.

In 2023, two sub-indexes: public service delivery (7.43 points) and environmental governance (3.30 points) were in the low average group of the country. It shows that there are still some contents that need more attention to meet people's expectations.

The province will improve the quality of "friendly government" in communes, wards and towns, striving to have 60% of the units meeting “friendly government” standards by the end of 2024. It will strengthen inspections, especially unexpected inspections, in combination with assessing the responsibilities of the leaders in implementing office culture and administrative reform.

Bac Giang will regularly review and simplify administrative procedures to bring satisfaction to people and organisations when coming to resolve administrative procedures at one-stop-shop units at all levels.
