Bac Giang city prioritises resources to develop friendly administration
Bac Giang city has synchronously deployed the model of friendly administration on all five groups of criteria: building and implementing grassroots democracy, disseminating the friendly administration model; reforming administrative procedures; implementing workplace culture and codes of conduct for officials and civil servants; organising contacts and dialogues with people and businesses and handling their complaints and denunciations; improving the levels of satisfaction of officials, civil servants, residents, organisations and businesses.

The municipal Party Committee and People's Committee have paid attention to investing in upgrading facilities in wards and communes. Thanks to that, the service spirit of officials and civil servants has changed positively.
The rate of administrative documents returned ahead of schedule and on time is high. Most people are satisfied with the service of civil servants, authorities and the workplace environment in the locality.
In 2023, Bac Giang city has 10 out of 16 wards and communes recognised by the Chairman of the provincial People's Committee as meeting friendly administration standards (including three units with 3 stars; two with 2 stars and five with 1 star). The city's rate of units meeting standards is higher than the province's average.
To improve the quality of friendly administration, the assisting team of the city’s Steering Committee for implementing democracy (Steering Committee) has coordinated with wards and communes to review and evaluate the set of criteria.
Ngo Sy Long, head of the city Party Committee's Mass Mobilization Board and deputy head of the Standing Board of the Steering Committee, said: "The Standing Board of the Bac Giang city Party Committee requires wards, communes and relevant agencies to uphold high-score criteria and make efforts to improve low-score criteria. Especially they need to raise the responsibility and quality of problem solving in performing public duties and improve the staff’s behavior when interacting with citizens."
Comprehensive investment
Achieving the 2-star standard in building friendly administration in 2023, this year, Ngo Quyen ward strives to reach the 4-star standard. After reviewing the criteria, the ward has gradually gathered resources for the work and fixed limitations.

From October 2023, the Dinh Ke ward Party Committee launched the model "Digital Mailbox - Party Committee listens to the opinions of local party members and people". QR codes are sent to ward zalo groups and pasted at the gates of residential areas’ cultural houses. To date, the ward has received and responded to 50 comments.
Regarding the tasks in the coming time, the Standing Board of the Bac Giang city Party Committee will direct the Party committees, authorities and fatherland front committees at all levels, as well as socio-political organisations to strengthen communications work to raise awareness among officials and civil servants about correcting working style and responsibilities while performing duties.
It stresses the importance of enhancing the responsibility of leaders in leading and directing the construction of friendly administration, making the results of implementing democracy and building friendly administration a criterion for evaluating and ranking leaders from 2024.
The municipal People's Committee will increase investment in working facilities, equipment, and means and building a friendly working environment and civilized workplace landscape, thus creating sympathy among people and businesses when coming for administrative procedures.
The one-stop shops must meet four criteria: "faster, more economical, more reasonable, more friendly"; ensure all results are returned on time; and strive for more than 30% of results to be returned ahead of schedule.
At this time, the city's wards, communes, and specialized divisions are reviewing related conditions to report to the municipal People's Committee. On that basis, the city will develop a plan to fund the purchase of equipment; replace and embellish the system of identification boards; and upgrade the grassroots-level radio station system to meet the criteria for a smart radio station.
