Decree 135 notably features the policy to encourage the development of self-produced and self-consumed renewable energy, specifically: Organizations and individuals installing self-produced and self-consumed rooftop solar power are exempted from electricity operation licenses. They have no limit on installed capacity in cases they are not connected to the national power system; install anti-backflow devices into the national power system or they are households and individual houses developing self-produced and self-consumed rooftop solar power with a capacity of less than 100 kW.

Besides, organizations and individuals installing self-produced and self-consumed rooftop solar power with an installed capacity of 1,000 kW or more and selling surplus electricity to the national power system, carry out procedures on power planning and request a power operation license according to the provisions of law.

Self-produced and self-consumed rooftop solar power enjoys preferential tax policies according to the provisions of current tax laws...

At the conference, delegates exchanged, discussed and answered questions related to different contents such as process and procedures for investing in rooftop solar power; fire prevention and fighting conditions for rooftop solar power projects; buying and selling rooftop solar power between enterprises; environmental conditions; waste treatment when replacing power generation equipment from rooftop solar power projects among others.

Speaking at the event, Phan The Tuan, Vice Chairman of the Provincial People's Committee pressed on many advantages of rooftop solar power. At the same time, he directed departments, branches and localities to guide and carry out procedures for granting electricity operation licenses to organizations and individuals (subjects to being granted electricity operation licenses according to the provisions of Decree 135) who register to generate surplus electricity into the national power system in accordance with the provisions of the law on electricity.

Bac Giang Electricity Company should proactively coordinate with the People's Committees of districts, township and city to guide and carry out acceptance of self-produced and self-consumed rooftop solar power installations of households, individual houses and subjects licensed for construction by the People's Committees of districts, township and city.
