At the conference, many cooperatives presented difficulties due to lack of land to build factories and processing areas for long-term investment, loan programs from commercial banks, access to investment policies to develop infrastructure and equipment to support agricultural production among others.

Responding to comments on land policy, Vu Van Cuong, Deputy Director of the Department of Planning and Investment, said that the need to expand the production scale of cooperatives is legitimate and in line with the general development trend.

In order to have suitable land funds for factory construction and avoid unintentional violations of the law, the cooperatives should proactively propose their needs to the locality to be introduced to land plots that are suitable for planning, then continue with related procedures.

The sectors and localities also considered and cleared other opinions as well as guided procedures for implementation in accordance with legal regulations.

Concluding the event, PPC Vice Chairman Phan The Tuan highly appreciated the responsible working spirit of cooperatives and professional agencies.

He suggested that dialogue activities with cooperatives should be carried out more frequently, thereby helping the province promptly grasp and direct the removal of difficulties in the collective economic sector.

Regarding the groups of issues discussed, he especially emphasized finding solutions to remove the "bottleneck" of land for cooperatives. In the process of building and adjusting planning, localities should pay attention to arranging production areas outside industrial parks and clusters to create conditions for cooperatives to have access to investment in production, he recommended.

All must be done in compliance with legal regulations. Recently, the province has issued many policies to support production development. The localities must conduct more research and review to support eligible cases.

The product output was the key factor to decide which and how much products are produced. Therefore, he urged competent agencies to focus on researching, analyzing and evaluating the market to orient production; pay more attention to organizing trade promotion activities, connecting supply and demand and supporting cooperatives in finding and expanding markets.
