Digital transformation enhances administrative reform efficiency

To facilitate the business operation, the municipal People’s Committee made action programme about administrative procedure reform which reviews and reduces the handling time from haft of day to one day for 25 administrative procedures in the fields of industry and trade, investment and planning, information and telecommunication and construction while applying QR scan to pay for charge at the division and public administrative procedures at the one stop shop in the city as well as People’s Committee in wards and communes.

At the same time, the municipal authority accelerates digital transformation to serve enterprise, enhance information technology application into public services. All organizations and agencies in the city, wards and communes implement electronic document submission and receipt and use document management software with digital signature.

To increase the investment attraction effectiveness, the city mobilized sources to construct the urban infrastructure, urban areas; gradually revamp and upgrade to complete transport infrastructure, especially municipal belt roads, bridges over Thuong river to link urban – rural areas and inter-district and inter-provincial routes.

The municipal authority has paid due attention to investment attraction and promotion activities to ensure tightness from project profile verification to select qualified contractor. Since 2021, the city has verified 47 investment project documents in the area and proposed the provincial People’s Committee to approve for investment policy for 19 projects with total capital of over two trillion VND.

To improve the provincial competitiveness index (PCI), the city cooperated to supply the lists of relevant organizations and individuals to make a survey on local competitiveness index; accelerate organizations, agencies and localities to renovate and enhance the indicators, hence raising the management ability and improving business environment. In 2021, Bac Giang city rank second in the group of district and city in department and district competitiveness index (DDCI).

Boosting up commerce and service development

Implementing Resolution No.105 on April 28, 2021 of the provincial Party Committee’s Standing Board about improving the business investment environment and PCI in the period 2021 – 2025, the municipal Party Committee and People’s Committee defined business and investment improvement are key and crucial task as well as decisive factor to investment attraction for economic development. The municipal authority has highly raised the responsibility, actively collaborated to handle the difficulties, proposals and accompanied the companies.

Vice Chairman of municipal People’s Committee Nguyen Tien Dung said in the period 2021 – 2025, the city focuses to develop commerce and service by encouraging and creating best possible favorable conditions to investors to build commercial center, supermarket, whole sale market, pedestrian street, night economic hub…to create a wide network of business and service in the city, which helps better serve the customers’ demand, boost up production, level up people’s life to meet the requirement for civilized and modern commercial and service development.

By 2025, the city strives to gain service production value of 22 – 25 trillion VND (representing 2.5 fold increase against the 2020 figure, accounting for 45 – 48 percent of the service production value in the province); build Bac Giang city become center of finance, banking, logistic, goods transit, resort, entertainment with high quality systems to satisfy local demand as well as attract experts, investors, domestic and foreign visitors.

With priority taken to develop commerce, service, commercial and urban infrastructure development projects, the city has cooperated with provincial sectors to make plans and programmes to select potential and experience contractors to execute several projects, including detail planning for Nguyen Van Cu street.

The city continues accelerating administrative reform; digitalizing the land and urban; gradually recovering the limitation and indicators with low score in the local competitiveness index to improve the business environment.

Bac Giang city actively learns the experiences from other provinces to improve the investment and business environment and determines to rank first place in the group of district and city in DDCI.
