Bac Giang strives for 12.5 doctors per 10,000 citizens by 2025
The scheme is aimed at training and attracting qualified human resources in all specialized medical departments to improve clinical quality for people’s health in the province.
By the end of 2025, Bac Giang province is targeted to reach 12.5 doctors per 10,000 people. The district-level medical facilities are expected to fulfill at least 85 percent of the technical category according to the division of the Ministry of Health. The rate of doctors with post-graduate degrees is expected from 45 to 55 percent.

The province will send 30 people each year to take part in technical training courses at the central-level medical facilities and beyond the province. 50 expert teams will be invited to the province for technology transfer. 80 doctors will be sent to take part in post-graduate programmes. The province is aimed to attract from 5 to 10 resident doctors to work in the public medical facilities and establish from 3 to 5 new medical specialties.
According to Tu Quoc Hieu, Director of the provincial Department of Health, in order to achieve the set targets, the units under the Department will work out human resource development plans in 2021-2025 period towards 2030 and build training plans with a focus on new technologies.
Besides, the department will seek and sign contracts with high-qualified medical staff to transfer new technologies following on-job training method suitable for available disease models, human resources and facilities. They will choose skilled medical practitioners to participate the training courses at the central hospitals and in other provinces and cities. Annually, the units propose list of medical staff and new technologies in need of training and developing.
The hospitals and medical centers need to work with medical and pharmaceutical universities nationwide to hunt suitable human resources then recommend the Department of Health and Department of Home Affairs recruiting medical practitioners as regulations.
The provincial Department of Health will chair and collaborate with the related agencies and units to implement the scheme and cooperate with prestigious training facilities and medical experts for joint training and technology transfer while recommending implementation measures to Chairman of the provincial People’s Committee.
As of October 2020, the province reached 10.1 doctors per 10,000 people. 100 percent of the medical stations are provided with physicians. The clinic facilities have fulfilled 75 percent of the technical categories as distribution. 13 public medical units implement self-controlled regular expenses while 7 others partly self-control regular expenses and 1 facility is distributed from state budget for regular spending (the Testing Center).
