Promoting parliamentary cooperation between Vietnam and Singapore, Japan

Chairman of the National Assembly Tran Thanh Man and his spouse are paying official visits to Singapore and Japan from December 1-7, at the invitations of Speaker of the Singaporean Parliament Kian Peng Seah and his spouse, and President of the House of Councillors - the upper chamber of the Japanese National Diet - Sekiguchi Masakazu and his spouse.

The visits aim to strengthen Vietnam's appreciation for the strategic partnership with Singapore and the comprehensive strategic partnership for peace and prosperity in Asia and the world with Japan while enhancing parliamentary cooperation with both countries.

The visits are made when the Vietnam – Singapore relations have been effectively maintained through the regular exchange of high and all-level delegations, as well as through cooperation mechanisms.

The two sides have maintained dialogues and cooperation mechanisms for defence and security.

In terms of economy, Singapore is Vietnam's fourth-largest trading partner in ASEAN and ranks second among 145 countries and territories investing in Vietnam.

Cooperation in education, human resources training, and tourism are highlights of the bilateral relationship.

Relations between the National Assembly of Vietnam and the Parliament of Singapore have developed positively in recent years, both bilaterally and multilaterally. Bilaterally, the two sides maintain high and all-level delegation exchanges, as well as interactions at various levels, including between specialised committees and parliamentarians.

The cooperation agreement between the Vietnamese National Assembly and the Parliament of Singapore, signed in 2022, creates a solid foundation, further promoting cooperation between the two sides.

Delegation exchanges and interactions between all parliamentarians have made practical contributions to promoting relations between the two legislative bodies, thereby creating momentum to deepen the Vietnam-Singapore strategic partnership.

At international and regional inter-parliamentary forums, such as the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF), and the ASEAN Inter-Parliamentary Assembly (AIPA), the two sides share similar views on building and maintaining a peaceful and stable environment for development, maintaining consultation and mutual support in ensuring maritime and aviation security in the region.

Meanwhile, the Vietnam-Japan diplomatic relations have developed fruitfully. Political trust between the two countries is maintained at a high level through visits and contacts between high-ranking leaders.

Japan remains Vietnam's top economic partner and is Vietnam's largest provider of ODA, the second largest partner in labour, the third biggest in investment, the third in tourism, and the fourth in trade.

Defence and security cooperation continues to be an important pillar in bilateral relations, while Cooperation in labour, education, agriculture, and climate change response have been promoted.

Cooperation between the parliaments of Vietnam and Japan has been steadily strengthened. Bilaterally, the two legislatures maintain a regular exchange of high-level visits, sharing experiences among their committees and supporting the implementation of bilateral agreements.

The two parliaments have supported the activities of the two governments, promoted people-to-people diplomacy, and ensured the effectiveness of cooperation programmes and projects between the two countries.

The Vietnamese National Assembly and the Japanese National Diet promote exchanges between all parliamentarians in diverse forms.

Multilaterally, the two sides have similar views on building and maintaining a peaceful and stable environment for development and maintain consultation and mutual support on maritime and aviation security issues in the Asia-Pacific region.

Chairman of the National Assembly Tran Thanh Man and his spouse’s official visits to Singapore and Japan aim to implement Vietnam's foreign policy of self-reliance and diversification and multilateralism of foreign relations, which was outlined at the 13th National Party Congress, as well as the Resolution No. 34-NQ/TW dated January 9, 2023, on major orientations and guidelines for the 13th National Party Congress's foreign policy.

The visits also provide an opportunity for the Vietnamese National Assembly, Singapore’s Parliament, and Japan’s National Diet to share information and experience in operations and discuss regional and international issues of mutual concern.

In addition, the visits aim to demonstrate the Party and State's care for the Vietnamese community abroad, including those in Singapore and Japan.

May the official visits to Singapore and Japan by National Assembly Chairman Tran Thanh Man and his spouse be a great success, contributing to promoting effective and sustainable cooperation between the Vietnamese National Assembly, Singapore’s Parliament, and Japan’s National Diet while making practical contributions to boosting the Vietnam-Singapore Strategic Partnership and the Vietnam – Japan Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World.
