Vietnam's tuition waiver policy to benefit 23.2 million students
A newly approved policy waiving tuition at all public schools in Vietnam will benefit 23.2 million students from preschool to high school grades, with an estimated state budget of VND30 trillion (US$1.17 billion) each year.
The policy, approved by the Communist Party's Politburo on Feb. 28 following a proposal from the Ministry of Education and Training (MOET), will take effect from the 2025-2026 academic year, starting this September.

According to official data, Vietnam currently has 23.2 million students in public schools, including 3.1 million preschoolers under five, 1.7 million five-year-old preschoolers, 8.9 million elementary school students, 6.5 million secondary school students, and 3 million high school students, as reported by the government news portal.
Students at private and semi-private schools will be reimbursed for tuition fees at the rate set for public schools, in accordance with legal regulations. Any difference in tuition fees between public and private institutions will be covered by students' families.
The MOET estimates that implementing this policy will require an annual state budget of around VND30 trillion. However, the actual cost will depend on the tuition rates set by each province or city, as determined by the Provincial People's Council within the government's regulated fee framework.
