Bac Giang expands production links under value chain
Favorable sale of products
Previously, on an area of 34 hectares of agricultural land, households in Dai Dong 2 village, Danh Thang commune, Hiep Hoa district often planted many different rice varieties, so the harvesting time was prolonged, affecting the next crop. In order to develop commodity-oriented agriculture and increase economic value, in late 2021, the provincial People's Committee approved a linkage chain for production and consumption of the rice variety VNR20 in three villages of Danh Thang and Xuan Cam communes on an area of 90 hectares.

Implementing the linkage chain, from the spring crop in 2022, more than 130 households in Dai Dong 2 village were provided seeds, materials and technical instructions by Vietnam National Seed Group Joint Stock Company (Vinaseed) - Ba Vi Branch. When harvesting, businesses go to the fields to buy all fresh rice from famers at a price higher than the market by 500-600 VND (25 US cents) per kg.
Implementing the Government's Decree No. 98/2018-ND/CP dated August 5, 2018 (Decree 98) on policies to encourage cooperation and linkages in agricultural production, the provincial People's Council issued Resolution No. 44/2020/NQ-HDND dated December 9, 2020 (Resolution 44) stipulating policies to support linkages in production and consumption of products in the province in the 2021-2025 period.
With its responsibilities, the Department of Agriculture and Rural Development has disseminated the policies and supported localities to select and build suitable and feasible chains.
The provincial People's Committee has approved eight linkage plans with a total budget of more than 92 billion VND (3.86 million USD), of which over 8 billion VND comes from the state budget and the rest from reciprocal capital of the involved parties. After examining the implementation of seven chains, professional agencies assessed that since joining the chains, farmers have been more responsible in implementing the production process, and the product sale has become favorable. Meanwhile, businesses and cooperatives have been more assured about inputs for processing.
Taking linkage chains as the center
In fact, after five years of implementing Decree 98 and three years of Resolution 44, the province's agricultural production has made progress, contributing to raising income, changing the mindset from traditional production to concentrated, large-scale production, linking production and consumption.
However, although there are already mechanisms, a few linkage chains have been implemented as many participating enterprises and cooperatives showed small scale and limited financial capacity.

To remove these obstacles, at the 11th session, the provincial People's Council approved a Resolution amending and supplementing a number of articles of Resolution 44. Accordingly, the period for supporting linkages in production and consumption of agricultural products in Bac Giang province is adjusted from 2021-2025 to 2021-2030 as the models take a long time to prove effectiveness.
The support in terms of seeds and materials is raised to 50% but not more than 1.5 billion VND (62,972 USD) per linkage project or plan. Instead of providing seeds and materials after three crops, the state budget will support each crop/production cycle after receiving a written acceptance of the implementation results by an agency responsible for payment.
Along with the Resolution amending and supplementing a number of articles of Resolution 44, the recent meeting of the provincial People's Council also passed a series of resolutions related to agriculture, forestry and fisheries, which are expected to create opportunities for these sectors to make breakthroughs in quality and productivity.
