Luc Ngan reorganization to boost development in northeast Bac Giang
BAC GIANG - After years of efforts, Luc Ngan district, Bac Giang province has successfully achieved its goal of developing Chu towns into a township and establishing new Luc Ngan district. This reorganization meets the practical needs and creates a development momentum for the northeastern region of the province.
In accordance with Resolution No. 1191/NQ-UBTVQH15, dated September 28, 2024, by the National Assembly Standing Committee regarding the reorganization of district and commune-level administrative units in Bac Giang province for the 2023-2025 period, the administrative boundaries of Luc Ngan will be adjusted from January 1, 2025, to form Chu township and new Luc Ngan district.

This decision is of great significance, marking a historic milestone for the local government, Party members, and people of the district.
It will enhance the area's position, promote economic restructuring, and spur investment in modern infrastructure, making the most of each locality's potential and gradually bridging the gap between regions in the district and the province.
According to the new scheme, Chu township will have a natural area of 251.55 sq.km, a population of over 127,800 people, and 10 administrative units, including five wards (Chu, Tru Huu, Thanh Hai, Phuong Son and Hong Giang) and five communes (Quy Son, Nam Duong, My An, Kien Lao and Kien Thanh).

New Luc Ngan district will cover an area of 856.89 sq.km, with a population of over 126,600, comprising 19 administrative units namely Phi Dien, Giap Son, Dong Coc, Phu Nhuan, Deo Gia, Bien Dong, Tan Hoa, Kim Son, Bien Son, Ho Dap, Cam Son, Tan Son, Tan Quang, Tan Lap, Phong Minh, Phong Van, Sa Ly, Son Hai, and Tan Moc. Phi Dien town will be the new administrative center of the district.
On December 21, the local authorities held a ceremony to launch these two new administrative units, with participation from central and local officials and a large number of citizens.
This event marked a historic milestone, after nearly 70 years since the establishment of Luc Ngan district (1957) and 100 years since the founding of Chu street.
In the province’s overall socio-economic development strategy, Chu township has been identified as a central urban area and development driver for the province’s northeastern region.
It will become a key hub for high-quality agricultural production, specializing in fruits and other commodities, as well as a center for cultural, ecological, and leisure tourism, logistics, warehousing industries, and export services.
Looking ahead, Chu township aims to become a tier-3 urban area - an eco-friendly city combining agriculture, industry, and tourism. Its five development poles are the central area in Chu town; the service and industrial urban area in the west; the tourist urban area in the north; the service, tourism, and craft village area in the south; and the commercial and service urban area in the east.

New Luc Ngan district is a mountainous area and one of the province's key economic, cultural, social, and agricultural centers. Phi Dien will serve as the district’s central area, while Bien Dong, Tan Son, and Tan Moc will be specialized urban areas driving development in their respective sub-regions.
The reorganization will also facilitate easier administrative transactions and improved access for residents in remote communes.
With its large natural area, abundant workforce, and numerous development opportunities in industry, services and trade, new Luc Ngan district is expected to attract diverse investments, particularly in production and processing, contributing to rural revitalization and economic growth.
According to Vuong Tuan Nghia, Secretary of the district Party Committee, the district’s administrative boundary adjustment to form Chu township and new Luc Ngan district is a strategic decision that opens up significant opportunities for both lowland and highland areas.
This plan aligns with the region’s potential and socio-economic and urban development goals.
