Community agricultural promotion team plays core role to build agricultural value chain
BAC GIANG - According to the national criteria for new rural communes and advanced new rural communes in the period of 2021-2025, communes that meet new style rural standards must have effective community agricultural promotion teams. Following the instructions, the communes targeting to build new style rural area in Bac Giang province in this period have established community agricultural promotion teams, helping accelerate local agricultural production.
To date, the province has 14 teams with more than 100 members. The teams are established by decision of the People's Committee at the commune level which operate on the principle of voluntariness and self-management.

Each team has at least 5 members, including commune leaders, agricultural promotion officers, representatives of associations, unions, cooperative directors, good farmers and businessmen.
In March 2022, the People's Committee of Tan Lap commune of Luc Ngan district decided to establish a community agricultural promotion team with a total of 7 members.
Hoang Thi Nga, a local official in charge of land, agricultural promotion and deputy head of the team said that the team identified 3 main activities of supporting and consulting on agricultural promotion, technical services, agricultural materials; consulting on the development of cooperatives and agricultural cooperatives; supporting farmers to participate in the market, link value chains and digital transformation.
Overcoming the difficulties caused by the members holding concurrent positions, the team has proactively coordinated with local Farmers' Association to organize many training courses on cultivation and animal husbandry; built a pilot model of growing lychee in line with Global GAP standards and growing Danh mountain ginseng as a model for replication among others. Thanks to the synchronous implementation of solutions, the locality is now continuing to build advanced new-style rural areas in the coming time.
In 2022, Tan Hiep commune in Yen The district established a community agricultural promotion team with stable operation. This team has 35 members, highest number among the communes with community agricultural promotion team.
The team members include communal leaders, local officers in charge of agricultural promotion, construction, irrigation, social and culture, radio station, village chiefs, deputy village chiefs and party cell secretaries of all 10 villages and hamlets, more than 70% of whom are party members. Therefore, the propaganda and implementation of activities are consistent and systematic from upper to lower levels.
Based on the strengths of each village, the team coordinates to mobilize and propagate farmers to build effective economic development models. Also, the team provides seeds, materials, agricultural equipment and plant protection product in the form of deferred payment, helping people, especially disadvantaged households, to develop production. It assisted the completion of 19 out of 19 criteria, bringing Tan Hiep commune to meet the standard of new rural style commune in 2024.
The community agricultural promotion team acts as a bridge and a strong arm to help transfer science and technology to farmers; link production, promote value-added chain; gradually approach modern and effective production and business.
Acknowledging its role, some places proactively overcame difficulties and maintained the team's activities. According to Director of the Provincial Agricultural Promotion Center Dao Xuan Vinh, the Center has guided localities targeting to build new rural areas to establish the community agricultural promotion team, trained and improved the qualifications and capacity of members. However, the training content is mainly technology transfer.
In the coming time, the Center proposes to arrange provincial agricultural promotion officers to be the team’s members to provide initial instruction. The localities are in charge of funding and supporting means and machinery to help the community agricultural promotion team to perform agricultural services.
