PM approves EVFTA implementation plan

The Prime Minister has just approved the Plan to implement the EU-Vietnam Free Trade Agreement (EVFTA).

The plan aims to assign tasks and responsibilities to relevant agencies and organisations, as well as decide on the way to direct and manage and other measures for the full and effective implementation of the Agreement.

In the near future, in addition to the regular tasks, ministries, ministerial-level agencies, governmental agencies, People's Committees of provinces and centrally-run cities need to solidify and organise the implementation of basic tasks such as disseminating information about the EVFTA and markets of EU countries; building laws, institutions; improve competitiveness and develop human resources, policies and guidelines for trade unions and labour organisations in enterprises; and policies related to social security, environmental protection and sustainable development.

The PM also asked to increase information dissemination on the EVFTA for concerned parties, especially those who will be affected such as farmers, fishermen, central and local authorities, industry associations, cooperatives, business communities, workers, and other labour sectors.

In addition, trade and investment promotion programmes in EU countries should be organised to inform the business communities of other countries about the opportunities and advantages of Vietnam's business and investment environment, thereby developing trade relations, and attracting foreign investment in key areas.

It is also necessary to build support programmes, and improve competitiveness for industries, businesses, especially small, medium and micro enterprises andfarmers, in line with international commitments; while at the same time preparing responsive solutions in accordance with international commitments and responsive and support solutions for commodity industries and commodities that are greatly or directly affected by the implementation of the Agreement as well as supporting Vietnamese enterprises to participate in production networks, value chains, regional and global supply chains.

More attention should be paid to industrial restructuring, creating a foundation for industrialisation and modernisation; accelerating the process of restructuring agriculture and the rural economy according to advanced production models, enhancing scientific and technological applications which are friendly to the environment and strengthening measures and mechanisms to encourage and orient foreign-invested enterprises to connect with domestic enterprises, contributing to the formation and development of supply chains and so on.
