The above fund will be spent for building synchronous and modern rural socio-economic infrastructure ensuring connection to urban areas. Of which, the communal-level government will continue to invest and upgrade the infrastructure system for production and living demand such as traffic, irrigation, electricity, medical facilities, schools, cultural facilities and concentrated clean water supply adhere to the criteria of a new-style rural area, advanced and typical new-style rural area.

The district-level government will pay attention to construction of socio-economic infrastructure in rural areas associated with urban development. They will prioritize infrastructure development for purchasing and supplying agricultural products, processing facilities, commercial and service infrastructure attached to large-scale concentrated commodity production areas and integrated mechanization associated with production linkage models under value chains. 

 The districts will also pay attention to developing clean, organic, high-tech and ecological agriculture towards circular economy and application of digital transformation in agriculture with standard technical procedures and issuance of production area codes and origin traceability following organic or other standards.

Besides, the districts will support establishing trademark, label, package and traceability to improve value of the key, signature, potential and OCOP products.
