Bac Giang applies creative ways in implementing Provincial Party Committee’s Resolution No. 111

BAC GIANG - Bac Giang province has had creative approach that is suitable to local conditions in exploiting information technology infrastructure and promoting the pioneering role in implementing digital transformation of cadres and party staff. It has helped the province secure top leading position for four consecutive years (2020, 2021, 2022, 2023) in the field of "Building and developing electronic government and digital government" in the public administration reform (PAR) index. 

On June 11, 2021, the Provincial Party Committee issued Resolution No. 111-NQ/TU on digital transformation of Bac Giang province for 2021-2025 period with vision to 2030.

This was a prerequisite for a consistent and thorough direction of implementing digital transformation task in the entire political system. After 4 years of execution, the province has gained many important achievements in digital transformation and administrative reform.

In April 2024, the Government's Administration Reform Steering Committee announced PAR Index ranking in 2023. Bac Giang province scored 91.16% and ranked 4 out of 63 provinces and cities. Especially, among the 8 evaluation fields, the province topped the country in "Building and developing electronic government and digital government" indicator.

According to Duong Duc Minh, Secretary of the Party Committee of Nha Nam town (Tan Yen district), it was not easy to change the traditional working habits to apply technology. Therefore, the Town Party Committee focuses on communicating, raising awareness, enhancing direct training.

In the same way, the whole province established more than 2,000 community digital technology groups and youth volunteer teams to support people in practicing digital skills. Up to now, the digital transformation has spread in all areas of social life of people in the province.

The People's Committees at all levels in the province also accelerated the application of information technology and promoted the exemplary role of leaders. Currently, 100% of provincial, district and commune-level agencies have used the 4-level interoperable document management and work management system to send, receive and handle document online.

As the results, the rate of handling documents online reached at least 98 percent in the provincial level; 87 percent in district level and 75 percent in the commune level.

The province focused on investing in information and communication infrastructure, helping form the architecture and foundation of the provincial e-government and digital government.

In 2023, the province built, deployed and operated the Smart Urban Monitoring and Operation Center (IOC). The provincial digital data base integrated specialized basic data; processed and cleaned data to form 7 common facilities in the province.

The Local Government Service Platform (LGSP) connected to the National Government Service Platform (NGSP) with 13 services of central ministries and branches. Bac Giang province's Open Data portal was built and developed with 92 open data categories. The Spatial Data Infrastructure (SDI) was built to create a foundation for deploying advanced technology applications in smart urban development management.

In 2023, the Department of Information and Communications upgraded the feature of automatically saving image scan data from scanners with the information system for resolving administrative procedures when digitizing records and results of resolving administrative procedures, helping reduce time and increase work productivity for staff.

As a result, in 2023, the rate of digitizing records, resolving results and granting electronic administrative procedure settlement results for administrative procedures reached 82.4% at the provincial level, 99.1 % at the district level and 98.2 % at commune level.

To successfully implement the goals and targets set out in Resolution No. 111, departments, branches, localities and post and telecommunications enterprises in the province has promoted communication work to raise digital awareness and skills, enhanced interaction with people and businesses.

Also, all relevant units have proactively reviewed the current status of technology in the area; grasped digital technology trends together with advanced and modern applications being used in the world and in provinces and cities nationwide to research and apply in the province.

Due attention is paid to strengthening professional training; attracting information technology human resources; promoting propaganda and the role of cadres and party members participating in the digital transformation.
