Bac Giang is a midland province located in the northeastern region, and part of the Capital Region, just 50 km from Hanoi’s city center. Bac Giang boasts a rich culture and characteristics of the Kinh Bac region, and is one of the cradles of Quan Ho (love duet) folk singing.

When visiting Bac Giang, we are pleased to see significant socio-economic development, national defence, and security improvements and better living conditions for the people.

The province currently leads the midland and northern mountainous region in economic size, ranking 13th nationwide in terms of Gross Regional Domestic Product (GRDP).

The arrangement of administrative units is an important task in the country's development strategy for the period 2021-2030, linked with the reform and streamlining of the political system, ensuring efficiency and effectiveness.

The issuance of Resolution No. 1191/NQ-UBTVQH15 by the National Assembly Standing Committee on September 28, 2024, concerning the arrangement of administrative units at the district and commune levels in Bac Giang for the 2023-2025 period, is a Party and State recognition of the efforts, determination, and contributions in Yen Dung district, Lục Ngan district, Bac Giang city, and Bac Giang province as a whole.

Despite the huge amount of work, the political system of Bac Giang province has shown high determination, great efforts, and drastic actions to fulfill the set tasks and objectives.

On behalf of the National Assembly Standing Committee, I acknowledge, highly appreciate, and praise the remarkable endeavors and achievements in socio-economic development, ensuring national defence and security, and the arrangement of administrative units at the district and commune levels in Bac Giang in the recent past.

To successfully implement this mission, ensuring high efficiency and compliance with the Party guidelines and State laws, I request Party committees, authorities, the Vietnam Fatherland Front (VFF) committees, and mass organizations continue to promote unity, further efforts, and higher determination to focus on several key tasks:

Firstly, the arrangement of administrative units at the district and commune levels should closely align with the implementation of Plan No. 04, dated November 13, 2024, by the Central Steering Committee for summarizing the implementation of Resolution No. 18 of the 12th Party Central Committee.

It is necessary to ensure the smooth preparation for the Party Congresses at all levels in the province for the 2025-2030 term and the elections for the 16th National Assembly and People's Councils for the 2026-2031 tenure.

Most importantly, the arrangement should drive socio-economic development, enhance business operations, and improve the material and spiritual lives of the people, while preserving and promoting traditional cultural values effectively.

Secondly, the province should promote the dissemination of the Resolution of the National Assembly Standing Committee, especially the regulations and guidelines on policies related to the arrangement of administrative units at the district and commune levels, so that each official, Party member, and citizen understands clearly and correctly, ensuring consensus and active implementation.

Thirdly, it is necessary to promptly address the concerns and aspirations of officials, Party members, civil servants, employees, and workers, especially those affected by the arrangement, to find timely solutions and support.

Fourthly, Bac Giang needs to properly allocate, manage, and utilize the public assets and facilities of agencies and units after the reorganization, in accordance with regulations, ensuring efficiency; create the most favourable conditions for organizations and individuals in changing seals and documents, and conducting transactions with state agencies, especially in administrative procedures, ensuring the legal and legitimate rights and interests of citizens and businesses.

Fifthly, Party committees, authorities, VFF committees, and mass organizations in the province should thoroughly understand the leadership role of Party committees at all levels, enhance Party building, and improve the quality of cadres and Party members.

With strong will, unity, and high determination of the entire political system and the people of Bac Giang, I firmly believe that the province will successfully carry out the arrangement of administrative units at the district and commune levels, leverage its potential and advantages for breakthrough socio-economic development, ensure national defence and security, build a strong political system, and successfully implement the Resolution of the 19th provincial Party Congress.

Bac Giang will strive to become a prosperous province, contributing to the success of the 13th National Party Congress Resolution.
