Bac Giang ensures conditions for administrative units to operate effectively after reorganization

BAC GIANG - Implementing Resolution 1191/NQ-UBTVQH15 dated September 28, 2024 by the National Assembly’s Standing Committee regarding the reorganization of district- and commune-level administrative units in Bac Giang province for the 2023-2025 period, authorities at all levels and sectors in the province are taking the required steps to ensure these units operate effectively after the reorganization.

As per Resolution 1191, the entire district of Yen Dung will be merged into Bac Giang city; current Luc Ngan district and part of Son Dong district will be rearranged into Chu township and new Luc Ngan district.

According to Nguyen Van Phuong, Deputy Director of the Department of Home Affairs, the reorganization of district- and commune-level units aims to align with development plans, leverage state and social resources, and create new spaces and values for growth. This is a challenging task with a large workload to be completed in a short time, hence this process has been conducted systematically by authorities at all levels.

Immediately after the provincial Party Committee issued Resolution 233-NQ/TU dated July 25, 2022 on this policy, the Department of Home Affairs advised the provincial People’s Committee to issue Plan No. 479/KH-UBND on August 22, 2022 to implement the resolution.

The tasks include implementing effective communication campaigns and listening to the aspirations of civil servants and public employees in the units subject to reorganization to develop appropriate policies for personnel rearrangement.

A plan has been devised for the reorganization and handling of surplus office spaces and public assets resulting from the administrative unit reorganization to ensure adequate facilities for the new units to start operating from January 1, 2025.

The provincial People's Committee has requested the provincial People's Procuracy and People’s Court to present to the National Assembly’s Standing Committee plans for reorganizing specialized agencies at the district level in compliance with the sectors’ regulations. It has also asked central agencies based in the province to report to their higher authorities for proper restructuring.

The Department of Home Affairs has coordinated in reorganizing the apparatus, staff, and civil servants to ensure the appropriate number of employees with the right qualifications for their positions.

The majority of voters in Tran Nguyen Han ward (Bac Giang city) agree with the project to merge Tran Nguyen Han ward with Ngo Quyen ward.

It has advised the provincial People's Committee to direct the newly established wards and towns to update and supplement working regulations and administrative procedures in line with the functions and duties of urban administrative units.

Plans have been developed for training and fostering civil servants in 2025, including programmes to update work skills for staffs in reorganized urban administrative units to meet the requirements of their positions and functions.

The provincial People's Committee’s Plan No. 65/KH-UBND, dated October 17, 2024, includes provisions for reorganizing civil servants to ensure the urban administrative apparatus operates according to regulations, such as establishing specialized agencies in Chu township, plans for personnel reorganization, amending working regulations for urban administrative units at the commune level, and turning villages into residential areas.
