The foundation for urban development

In recent times, Lang Giang district has achieved remarkable results in building new rural areas with increased investment in infrastructure as well as a new and modern rural appearance.

In 2019, after being recognized as a new rural district by the Prime Minister, Lang Giang directed the communes to maintain the existing results and continue to build a roadmap to achieve the standards of advanced and model new rural communes.

Up to now, the whole district has 5 new rural communes, 12 advanced new rural communes, 2 model new rural communes and 77 model villages. The results in building new rural areas are the foundation for the locality to move towards urban construction.

According to the district leader, Lang Giang merged Phi Mo commune and Voi town, Tan Thinh commune and Kep town to expand the urban development space. New urban areas have received due investment while the urban population ratio has been raised, helping gradually build and develop urban areas towards synchronous technical infrastructure, ensuring light, green, clean and beautiful properties which are harmonious with nature.

To complete the goal of building an advanced new-style rural district after 2025 and achieving the criteria of fourth tier urban area, approaching the criteria of a township by 2030, Lang Giang district has launched an emulative movement in building new-style rural areas and developing urban areas in a practical and in-depth manner so as to create high consensus and widespread influence.

Similarly, some new style rural, advanced new style rural, and model new style rural communes such as: Lan Mau, Cam Ly (Luc Nam); Viet Lap, Ngoc Thien (Tan Yen); Canh Thuy, Noi Hoang, Tien Phong, Huong Gian, Tan Lieu (Yen Dung); Tru Huu, Thanh Hai, Hong Giang, Phuong Son, Phi Dien, Bien Dong (Luc Ngan)... have plans and roadmaps to improve the quality of new rural criteria to move towards urban construction as planned.

Due attention to planning work

To date, Bac Giang province has 7 district-level units that have met the standards or completed the task of building new style rural areas; 154 new style rural communes, 59 advanced new style rural communes and 12 model new style rural communes.

All 10 districts, township and city have developed regional planning and general urban planning; 100% of communes have completed new rural planning projects. Based on the results of building new style rural areas, many places have been striving to become urban areas.

Ha Minh Quy, Deputy Director of the Department of Agriculture and Rural Development, said: "The planning of Bac Giang province for the period 2021-2030, with a vision to 2050 was approved by the Prime Minister. On that basis, localities have reviewed and implemented to ensure synchronization, rural-urban connectivity, create momentum for socio-economic development and increase people's income."

Experiences from localities show that to boost sustainable urbanization, it is necessary to actively promote and improve the quality of emulation movements, in which building new rural areas and urban civilization is identified as important content.

Key criteria must be focused such as: Developing production, increasing income for people; closely and harmoniously linking urban development with improving new style rural area criteria; developing urban space in accordance with construction planning, focusing on protecting and improving the environment, preserving and promoting traditional cultural values...

Regarding localities that are recognized as new style rural areas and aims to build urban areas, it is necessary to evaluate the missing or weak criteria and standards in order to propose solutions to overcome and improve them.

In particular, special attention is paid to the planning of synchronous, scientific and modern urban infrastructure; planning of traffic infrastructure connections between urban areas and urban areas, urban areas with industrial zones and clusters; land allocation for the construction of technical infrastructure and public welfare works.

All stages of investment in urban development should be strictly managed. Based on urban planning, localities organize development programs and projects in the following years, clearly defining the roadmap and list of projects that need focused investment.

At the same time, the resources must be prioritized for developing urban infrastructure systems; promoting the driving role of urban area projects, traffic routes, industrial zones and clusters that have been established, creating favorable conditions to attract social capital to build and develop increasingly civilized and modern cities.
