Bac Giang focuses on controlling industrial park outbreak

(BGO) - Le Anh Duong, Chairman of the provincial People's Committee, deputy head of the Standing Board of the provincial Steering Committee for Covid-19 Prevention and Control, and Commander of the provincial Covid-19 Command Center, hosted an online conference with representatives of 10 districts and city on November 16.

Also attending the event were Phan The Tuan, Vice Chairman of the provincial People's Committee, and a number of members of the provincial Steering Committee for COVID-19 Prevention and Control.

The provincial Covid-19 Command Center reported that since October 26, the province has recorded 734 cases of Covid-19 (also called F0). Infections have been detected in all the 10 districts and city. Currently, there are nearly 6,400 people under quarantine in 112 quarantine areas and nearly 1,500 F1s (those having contact with confirmed cases) quarantined at home. As many as 99 areas are being isolated, partially or completely locked down.

Up to now, the province has recorded seven infection clusters. Most of the cases show mild and moderate symptoms and there are no severe or critical cases. They are mainly workers and freelancers of different ages. More than 70 percent of these cases were vaccinated.

At this time, five out of seven clusters have been basically controlled. However, the outbreak at an enterprise in the Van Trung Industrial Park is still complicated, with secondary infections among workers and those living in boarding houses.

Speaking at the conference, Dao Xuan Cuong, head of the provincial Industrial Parks Management Board, said that related to the outbreak in the Van Trung Industrial Park, the board has asked enterprises to suspend recruitment for one week to limit the spread of the disease and instructed enterprises (with more than 2,000 employees) in the industrial park to prepare separate isolation areas for proactive pandemic prevention and control, while strictly implementing screening tests to promptly detect Covid-19 cases, especially in factories where F0s have been detected.

A representative of the local health sector suggested that localities focus on immunizing people over 65 years old, as this group is vulnerable to the disease, but so far, more than 67 percent of them have got the first dose.

Vice Chairman of the provincial People's Committee Phan The Tuan asked localities to follow the instructions of the province, well managing people quarantined at home, those returning from epidemic-hit areas and workers of enterprises with F0s to avoid the risk of disease spreading.

After listening to opinions, Chairman of the provincial People’s Committee Le Anh Duong concluded that the community outbreaks have been basically controlled, but the outbreak in the industrial parks remains complicated. If not well managed, it will spread quickly in residential communities. He asked the units and localities to strictly manage cases related to the outbreak, thus minimizing cross-infection.

To perform well the screening tests in enterprises, the Department of Health must actively check and approve the testing plans of enterprises; improve sampling and testing capacity in order to directly conduct tests on workers at large enterprises. Related units should strengthen inspection and control of dormitories in enterprises.

The provincial Industrial Parks Management Board must regularly inspect and be responsible for the implementation of anti-pandemic regulations by enterprises; instruct large enterprises to build their own concentrated quarantine areas to actively prevent the epidemic. The health sector should cooperate with relevant units to establish a mobile medical station in each industrial zone. In the long run, it is necessary to build medical facilities in the industrial parks.

Localities need to strictly manage the areas under their management, especially boarding houses, quarantined and locked down areas, as well as people returning from epidemic-hit areas; while consolidating and improving the responsibility of the community Covid-19 teams. They should strengthen home-quarantine for F1s in accordance with guidelines. The health sector is also urged to pilot F0 treatment at facilities (medical stations or concentrated quarantine areas) for those who have received two doses of vaccine and have no symptoms, along with accelerating the vaccinations for workers, students and the elderly, striving for first dose coverage as soon as possible and 70 percent of people receiving the second dose.

Units and localities must continue to strictly manage activities that are not yet allowed to open and strictly handle violations in pandemic prevention and control to raise people's awareness.
