Bac Giang focuses on disbursement of public investment capital
BAC GIANG - As of mid-June, Bac Giang’s public investment capital disbursement remained low. Determining this as one of the key tasks, the province is focusing heavily on removing difficulties and obstacles, striving to disburse all allocated capital this year as planned.
According to Directive No. 3/CT - UBND dated February 6, 2024 of the Chairman of the provincial People's Committee on strengthening direction of the acceleration of public investment capital disbursement and the implementation of three national target programmes in 2024, Bac Giang aimed to disburse at least 40% of the yearly capital plan by June 30, at least 70% by September 30, and 100% of capital sources transferred to this year by December 31. All of the capital arranged for 2024 must be disbursed by the end of January 2025.

Luong Van Nghiep, Deputy Director of the Department of Planning and Investment, said that the total public investment capital plan managed by the province by June this year was 9,666 billion VND (380.3 million USD). Of which, development investment capital was more than 8.7 trillion VND, the rest was public service capital from the central and provincial budgets.
By June 15, the total disbursement value in the whole province reached more than 1.8 trillion VND, equal to 21.2% of the yearly plan, the lowest compared to the same period in many recent years.
This year, the provincial Civil and Industrial Construction Investment Project Management Unit was allocated more than 1 trillion VND to carry out many healthcare projects and build schools, headquarters of state agencies and cultural centers.
However, in the past six months, the disbursement rate only reached about 33.6%. In most districts, townships and Bac Giang city, the rates were also very slow.
The public investment capital managed by district-level authorities this year is more than 4,430 billion VND but in the past six months only 35.5% of this figure was disbursed.
Lang Giang district was assigned to manage 474 billion VND of public investment capital to build more than 100 new and transitional traffic and civil projects, but the locality has disbursed only 150 billion VND, or 31.7% of the plan.
Yen The district disbursed more than 53.6 billion VND out of 180 billion VND of public investment capital, reaching 29.8%, while Viet Yen township nearly 250 billion VND out of more than 940 billion VND. Hiep Hoa, Yen Dung, Yen The and Tan Yen districts also reported low disbursement rates.
The representative of the Department of Planning and Investment said there were many reasons for the lower-than-expected capital disbursement results. The main reasons are problems in land clearance compensation and slow construction progress by some contractors.
In addition, some localities and investors have not drastically urged contractors to speed up construction progress, complete testing and acceptance procedures, and timely settlement for disbursement, he added.
To speed up the disbursement of public investment capital, at the regular meeting last June, Chairman of the provincial People's Committee Le Anh Duong requested districts, townships and Bac Giang city, and investors to highly focus on removing difficulties and register monthly disbursement schedules for each specific project.
They were asked to speed up the progress of completing items, organise testing and acceptance procedures, immediately pay for the completed volume, and carry out disbursement procedures.
The heads of agencies, units and localities will bear the responsibility before the Chairman of the provincial People's Committee if they do not fulfill the disbursement of this year's assigned capital plan, especially capital transferred from last year, he noted.
The provincial leader requested the Department of Planning and Investment to supervise and hasten investors' disbursement and promptly propose measures to clear difficulties and problems.
