Bac Giang focuses on removing difficulties in site clearance, speeding up progress of key projects

(BGO) - Vice Chairman of the provincial People's Committee Le O Pich on March 23 chaired a meeting to review the implementation of key projects in the province. Attending the event were representatives of some departments, agencies, districts and city, and investors.

Currently, the province has 29 key projects that have great impacts on infrastructure improvement, socio-economic development, investment attraction and improvement of people's lives.

For public investment projects, the current problems are mainly related to compensation for site clearance. Nguyen Van Thao, Vice Chairman of the Bac Giang city People's Committee, said that the second GMS Corridor Towns Development Project - Bac Giang Subproject, using ADB loans, has seen more than 490 billion VND disbursed, or nearly 90 percent. Currently, the subproject is promoting the construction of A Lu Bridge and its western path. However, it still waits for the Prime Minister's decision on the approval of the project adjustment plan.

The project to upgrade and expand the frontage road on the right side of the Hanoi - Bac Giang Expressway - section from the National Road 37 overpass to the National Road 17 overpass; and the project to upgrade and expand the frontage road on the left side of National Road 1 - section from Natonal Road 31 to Hung Vuong intersection, and improve Hung Vuong intersection in Bac Giang city are facing difficulties in site clearance.

Raising his concerns, Hoang Van Thanh, Director of the provincial Transport and Agricultural Project Management Unit (TAPMU), said that many projects have not yet received consensus of households on resettlement plans and lacked money for compensation.

Regarding this content, Vice Chairman of the provincial People’s Committee Le O Pich asked districts and city to closely coordinate with departments, agencies, and the TAPMU to soon solve problems on site clearance. They should promote communications and take measures to resolutely handle them in accordance with the law. Immediately after getting the grounds, the investors need to kick off their projects, striving to speed up the progress and disbursement.

For investment projects in the form of public-private partnership (PPP) such as the project to build Provincial Road 289 – extended section from Chu township to Dong Dinh connecting National Road 31 with Provincial Road 293; and the project to build the waste treatment and power generation plant in Bac Giang city, the official urged districts, city and investors to follow the instructions of the ministries and central agencies to supplement and complete procedures as required. They must clarify each specific case facing difficulties in site clearance and have appropriate solutions, while requesting telecommunications and electricity businesses to relocate their works and transmission lines to hand over clean grounds to the construction units.

After listening to reports on the progress of non-budget capital investment projects, including those to build An Khanh - Bac Giang Thermal Power Plant; infrastructure and warehouse of Bac Giang International Logistics Center; general cargo ports, coal processing plant, mechanical equipment manufacturing and MDF production complex; building infrastructure of Vietnam-Korea Industrial Park; Luc Nam golf course and resort; Viet Yen golf course; Tay Yen Tu spiritual - ecological tourist area, Pich asked investors to solve difficulties in capital mobilization and focus resources to implement the projects according to the plans. The provincial People's Committee will direct departments, agencies and the People's Committees of districts and city to coordinate with and create favorable conditions for them in site clearance, completing procedures for construction permits, and environmental protection.
