Accordingly, VCFA is a social organization and member of the Union of Friendship Organizations in Bac Giang province which acts to reinforce, enhance and expand the friendship cooperative relation, mutual understanding between the people of two nations in general and Bac Giang and China in particular toward effective socio-economic development.

The VCFA operates voluntarily, equally with democratic negotiation basing on the approved regulation and law of the Socialist Republic of Vietnam under the State management of Department of Foreign Affairs as well as the professional instruction of the Union of Friendship Organizations in Bac Giang province.

The VCFA organizes and operates in line with 5 principles of voluntary, self management; democracy, equality, transparency, publicity; self organization of operation expense; non-profit purpose; compliance to Vietnamese law and constitution as well as the approved regulation.

The VCFA regulation includes 8 chapters and 26 articles approved at the 4th Congress, tenure 2020 – 2025 of VCFA on October 31, 2020.
