In June 9, 2021, the Standing Committee of the provincial Party Committee issued Resolution No.110-NQ/TU (Resolution 110) about developing social house for workers in the province till 2025, with the vision to 2030.

Implementing the Resolution No.110, the provincial People’s Committee launched social housing project for workers in Bac Giang province till 2025, with the vision to 2030. During 2021 – 2022 period, the province accelerated approving for investment policy and selecting investors to the project.

Currently, the province has had 15 social housing projects for workers which are under operation and planned to be executed by 2025. Upon completion, they will supply about 29,762 social houses for workers by the end of 2025.

Bac Giang is one of the localities with good achievement in implementing social house for worker across the nation. Local authority considered it is an urgent key task to build house for workers so as to help them comfortably reside in the province, work at business for long term and contribute to the provincial economic development.

All levels and sectors were requested to arrange sufficient land fund to build social house for workers when establishing, verifying and approving the general construction planning, zoning planning and detail planning at the urban areas and industrial parks.

The province prioritized to arrange land fund for workers’ house which is located at convenient position and near industrial park to ease their travelling. The planning scale was big enough to attract investors (general model of 10 hectares, 50 percent of which is used for workers, 50 percent for urban housing area) and ensure the supply for long term and sustainable development.

As the result, sine June 2021, the provincial People’s Committee has approved 10 planning projects with total land use scale of 1,000 hectares, including 187.79 hectares for living area and 50.27 hectares for social house.

During execution of social housing project, the province prioritized sources for implementation. Besides the capitals from the businesses, local authority directed all levels and sectors to promote the effectiveness and collection from the land fund for investment to build technical infrastructure of urban frame and social infrastructure in urban area, residential area, housing area (traffic, water supply and drainage, waste water treatment, urban lighting system among others).

The departments and sectors enhanced to reform administrative procedure during accepting investment policy and selecting investor to implement social housing project without using state capital in line with the regulation.

According to the Planning of Bac Giang province in 2021 – 2030 period, with the vision to 2050, during 2021 – 2030 period, the province has 29 industrial parks and 63 industrial clusters. As schedule, the province expects to employ about 331,000 labours to work at the industrial parks and clusters by 2025 and some 663,000 labours by 2030.

The result of sociological survey on the social housing needs of workers defined that the social housing demand of workers is forecasted to be about 30,872 apartments by 2025 and about 59,923 apartments by 2030.
