Bac Giang promotes model of secure industrial park

BAC GIANG – The Hoa Phu Industrial Park in Hiep Hoa district, Bac Giang province, has attracted numerous companies to establish production facilities. To create a favourable and safe environment for investors, the provincial police have supported these businesses in developing a model for a secure industrial park, yielding positive initial results.

The park spans 292.45 hectares across Mai Dinh, Chau Minh, and Huong Lam communes, with 207.45 hectares currently filled. Operational since 2019, it is home to 30 companies, employing over 7,000 workers.

Police officers of the province and Mai Dinh commune are providing fire and explosion response training for workers at Risesun New Material Vietnam Co., Ltd.

Given the potential security risks, there was a need for a self-managed security model to enhance cooperation between businesses and authorities in fostering a safe and secure environment for workers. In January 2022, the Economic Security Division of the provincial Department of Public Security guided Hoa Phu Invest Co., the infrastructure developer, in developing this model.

Dam Tien Boi, Deputy General Director of Hoa Phu Invest, reported that with 17 companies initially, the participants now reach 22. The model has set up 15 teams in charge of disseminating information on crime prevention, especially cybercrime, to company leaders and workers.

Hoa Phu Invest has increased patrols and controls within the park, and installed 80 motion sensor security cameras and a perimeter fencing system.

Additionally, six companies have formed self-managed security models, engaging dozens of staff members. This initiative has led to the detection and investigation of various cases over the past two years. There were no strikes, protests, fires and explosions, allowing workers to focus on production.

The model has also inspired collective and individual efforts towards national security and order. Lieutenant Colonel Hoang Van Quan, Deputy Chief of Mai Dinh commune’s police unit, noted that the police force has collaborated with some localities and the provincial Industrial Park Authority to conduct three night patrols a week, preventing street vending and ensuring no extortion of street vendors.

According to the model management board, effective communication and awareness-raising about crime prevention, social issues, and fire safety among company leaders and workers are essential moving forward.

Close cooperation among members and strong support from local police forces are also critical, alongside leveraging social media platforms like Facebook and Zalo for timely information exchange regarding security and order.

Colonel Do Duc Trinh, Deputy Director of the provincial Department of Public Security, stated that the security model at Hoa Phu Industrial Park is assessed as effective, promoting the proactive involvement of businesses and workers in ensuring security and contributing to the “all people safeguard the national security” movement.

The provincial police are guiding IP infrastructure developers in the province to consider expanding this model, starting with Quang Chau Industrial Park in Viet Yen township. “We have also requested the Ministry of Public Security to disseminate this model nationwide for other provinces and cities to adopt,” he added.
