Bac Giang strives for high coverage of health insurance

(BGO) – The Bac Giang provincial People’s Committee (PPC) on October 23 held a meeting to review two year implementation of the Direction No.08 dated on September 1, 2016 of Party Committee’s Standing Board  about boosting up the coverage of health insurance in the province in the period of 2016 – 2020 and launching the Action month to call for people of all strata to participate in health insurance in 2019. The event was chaired by Le Anh Duong, Vice Chairman of the PPC.

After implementing the Direction for two years, key results have been achieved in developing the health insurance participants locally. The health insurance is expected to cover 1,587,991 people as of 2018, up 204,969 cases comparing to the figure in 2016 with the coverage rate of 94.6 percent of the total population that exceeds 10.1 percent against the target assigned by Government Prime Minister in 2018 (the data excludes the Bac Giang’s military and public security forces as well as residents who work in other provinces).

However, some shortcomings still existed such as irregular inspection from the Steering Boards in the district and communal levels, ineffective operation of several collection agencies who failed to appeal and instruct the residents to participate in household health insurance.

In 2019, the PPC targets at 98.8 percent of the local population covered by the health insurance, sustainably develops the existed participants, accelerates administrative procedure reform, completes database to issue electronic health insurance card while realizing the information system for health insurance inspection and enhancing the responsibility and behavior of serving the residents.

Besides, the inspection and supervision will be reinforced on executing the legal policies of social insurance and health insurance so as to minimize the delayed payment or evasion of the social and health insurance.

Concluding the meeting, Vice Chairman Le Anh Duong expressed that the high achievement of the Direction’s implementation is made thanks to the synchronous strength of the whole political system, the active involvement of the Party, State and agencies of all levels.

He highly appreciated the districts of Hiep Hoa, Lang Giang, Tan Yen, Yen Dung and Viet Yen with great efforts in executing the Direction while urging other agencies, particularly the professional educational facilities to seriously implement the Direction.

Additionally, it is necessary to finalize on the method of data calculation to ensure the accuracy and uniform between the provincial and district social insurance. Meanwhile, achievement obsession should be avoided to focus on caring to the residents’ health. The districts and city were encouraged to set a target higher than the average rate of the province.

Vice Chairman Duong noted to simultaneously launch the Action month in October to call for the people of all strata to participate in the health insurance in 2019 so as to start the campaign on November 1, 2018. The provincial social insurance should update the weekly data, timely report and evaluate at the end of the Action month while the high school and professional educational facilities focus on appealing for 100 percent of students to participate in health insurance.

Some 81.3 million people across Vietnam have been covered by health insurance by the end of May, up nearly 21 million people from 2012 or 35.6% and representing 81.7% of the population.
