Bac Giang strives to complete removal of substandard housing ahead of schedule

BAC GIANG - Following the Government's directions, Bac Giang province is accelerating the implementation of its 2025 programme to eliminate temporary and dilapidated houses, with the goal of completing the task by June 2025, four months ahead of the original deadline.

In 2025, Bac Giang province approved support for replacement of temporary and dilapidated houses for 813 households, including 477 new homes and 336 repairs, with an estimated budget of about 39 billion VND ($1.52 million).

Women's union members in Nghia Hung commune, Lang Giang district help the family of Nguyen Thi Thap, a near-poor household in Tram village build a new house.

As of March 22, construction started on a total of 198 houses across the province, with 27 already completed.

Notably, Tan Yen, Lang Giang, Hiep Hoa districts, and Bac Giang city have completed the task. The remaining households in need of support are in Son Dong, Luc Ngan, Luc Nam, and Yen The districts, and Chu and Viet Yen townships.

The province has 24 especially difficult communes in the three districts of Son Dong, Luc Ngan, and Yen The, with over 2,500 poor households.

To meet the set goal, the provincial Steering Committee for Eliminating Temporary and Dilapidated Houses has requested the districts, townships, and Bac Giang city focus on resolving difficulties and obstacles in the process.

Since the beginning of the year, Luc Nam district has made the fastest progress in starting construction of and completing new homes for poor, near-poor, and policy beneficiary families in the province.

As of March 2025, the district had completed the construction or repair of 75 out of 130 houses approved for support in 2025, including seven already inaugurated.

For households encountering difficulties related to land use rights, the provincial People’s Committee has directed the Department of Agriculture and Environment and local authorities to set up task forces to review, classify, and identify the reasons for each case.

Thanks to the support from the programme to eliminate temporary and dilapidated houses in 2025, the house of Nguyen Thi Thang’s family in Binh Son commune, Luc Nam district has just been completed.

They will promptly assist residents in completing the legal procedures to obtain land use rights certificates.

In Yen The district, for households who have not been granted land use certificates, local authorities encourage them to visit the commune-level People's Committee to set up files and apply for certificates or guide them on transferring land use rights or changing the purpose of land use in line with the planning.

For cases that do not meet the conditions for land separation or certification, or for those living on agricultural land, the district will consider creating residential area projects to allocate land to households in compliance with regulations.

The whole district has 69 out of 84 households approved for housing support in 2025, and the district’s Steering Committee has launched a 90-day intensive campaign (from March 15), aiming to basically complete the construction and repair of houses for eligible households by June 2025.

Following the Government’s guidance, the provincial People’s Committee has directed the Department of Finance to review the 5% savings of routine expenses from the 2024 local budget to submit to competent authorities for approval to support the elimination of temporary and dilapidated houses.

The provincial Fatherland Front Committee has mobilised localities, agencies, businesses, and philanthropists to contribute nearly 30 billion VND and over 15,000 workdays.

Dinh Duc Canh, Chairman of the provincial Fatherland Front Committee and deputy head of the provincial Steering Committee for Eliminating Temporary and Dilapidated Houses, said: “For households approved for housing support, the provincial Steering Committee has required communes, wards, and towns to accelerate the start of construction in April 2025.”

With the spirit of mutual assistance, localities will continue to call for community support, especially from sectors, mass organisations, and armed forces, to contribute workdays, construction materials, and household items so that poor and near-poor households can live in more solid and spacious homes.
