Bac Giang strives to speed up site clearance for industrial park construction
Favorable first step
In late November 2021, the Prime Minister decided to approve a plan to invest in building the infrastructure of the Tan Hung Industrial Park (Lang Giang) on a total area of more than 105 hectares in Xuong Lam and Tan Hung communes. The investor is Lideco 1 Joint Stock Company (Hanoi).

Immediately after the investment plan was approved, the Chairman of the provincial People's Committee decided to establish the IP and directed the host locality to coordinate with relevant agencies, authorities at all levels and people to carry out site clearance. Now Lang Giang district has basically completed the compensation and site clearance to hand over land to the investor.
Similarly, in January 2022, the Chairman of the provincial People's Committee issued a decision on setting up the Yen Lu Industrial Park (Yen Dung). At this time, the People's Committee of Yen Dung district is also speeding up the process of reviewing, counting and verifying the owners and origin of land plots under the project in order to perform site clearance as quickly as possible. As scheduled, the district will hand over 150 out of 377 hectares of land in the first phase to the investor, Capella Real Estate Joint Stock Company, in October 2022.
Focusing on site clearance under set roadmap
Nguyen Nhu Long, deputy head of the provincial IP Management Board, said that the timely site clearance for the Tan Hung and Yen Lu IPs is of great significance to attracting investment, especially from large investors who have signed cooperation agreements with Vietnam, thereby contributing to the development of the industrial sector; promoting service growth, trade and budget revenue; and creating jobs for laborers inside and outside the province.

In order to ensure the timely handover of land to investors for infrastructure construction, and attracting secondary investors for production and business activities, the provincial People's Committee has set out a specific plan to hand over cleared land to each industrial zone in three phases.
Accordingly, the localities have established a steering committee for site clearance led by the Chairperson of the district People's Committee or the Secretary of the district Party Committee, directly grasping and directing the implementation. The districts assigned their centers for land fund and industrial cluster development to take charge of site clearance work. In communes, a subcommittee on site clearance was also established, with the Party committee secretary and village head being the core force in persuading the people to understand the purpose and meaning of the project for consensus. By doing so, Lang Giang district has basically completed the site clearance for the Tan Hung Industrial Park.
The site clearance for the Yen Lu Industrial Park has also been urgently implemented right after the Lunar New Year (Tet) holiday. The district identifies this as one of the key tasks of the locality. The district has set up the site clearance committee headed by the Secretary of the district Party Committee.
The district assigned the centre for land fund and industrial clusters and the Center for Land Archive and Development under the provincial Department of Natural Resources and Environment to coordinate in making land recovery documents and compensation plans for site clearance for industrial park projects.
With this approach, the locality strives to hand over 150 hectares in the first phase in October 2022; 120 hectares in the second phase on July 30, 2023; and the remaining area before January 30, 2024.
Long added that the recent time, the Covid-19 epidemic has slowed down the progress of site clearance for IPs in the localities. To ensure the site clearance progress for industrial zones in general and Tan Hung and Yen Lu IPs in particular, Bac Giang province continues to direct the localities to actively coordinate with relevant agencies while focusing on applying measures to persuade people to agree with the policy of the State.
