Bac Giang focuses on site clearance for industrial clusters
Currently, industrial clusters have basically completed legal procedures for site clearance compensation and investment in technical infrastructure construction. However, many of them still face difficulties and obstacles that slow down the implementation progress.

The main reason is that people have not agreed to hand over the grounds, demanding compensation prices higher than those prescribed by the State. The People's Committees of some districts are responsible for slow site clearance.
At the event, Vice Chairman Tuan asked the Department of Industry and Trade to continue to coordinate with other departments, agencies, and People's Committees of districts and city to hasten and supervise the implementation of Plan 1721 issued by the provincial People's Committee; while actively working with relevant agencies in the appraisal of detailed planning, basic design, land allocation and land lease documents, as well as giving comments on the approval of secondary projects.
The department must regularly grasp information, review the implementation progress of the industrial clusters and report to the Chairman of the provincial People's Committee. It should advise the provincial People's Committee on solutions to remove difficulties and obstacles facing investors, especially in compensation for site clearance.
The Department of Natural Resources and Environment were urged to coordinate with the People's Committees of districts and city in guiding and speeding up the preparation of land allocation and land lease documents; appraising land allocation dossiers and land hand over contracts so that investors can build technical infrastructure. It must partner with investors to advise the provincial People's Committee to speed up the application for the conversion of rice growing land; and promptly appraise and approve industrial cluster environmental impact assessment reports.
The Department of Construction should accelerate the appraisal and submission of detailed planning documents, basic design documents and drawings of industrial clusters’ technical infrastructure works; and construction licensing.

The People's Committees of districts and city need to well implement popularization and persuasion work so that people understand and agree with policies on land recovery for industrial development, and are ready to declare and hand over land to the State.
Investors building technical infrastructure of industrial clusters were asked to actively coordinate with district and communal authorities to speed up the progress of site clearance compensation, urgently build infrastructure and create a land fund to attract secondary investors. They must invest in the construction of technical infrastructure according to the approved schedule; promptly and periodically report difficulties and problems they are facing to the Department of Industry and Trade, the People's Committees of the districts and city, and related departments and agencies for solutions.
