Accordingly, the PPC Chairman requested the Department of Industry and Trade to be the focal agency to guide monitor and urge units and localities to implement Decision No. 270/QD-TTg; promptly summarize difficulties and obstacles in implementation, proactively advice the PPC to consider and report to the Ministry of Industry and Trade.

Also the Department of Industry and Trade was urged to coordinate in advising and proposing the development of mechanisms and policies that are suitable to local conditions to encourage investment, attract and train human resources to develop the pharmaceutical industry as well as the planning and development of medicinal plant growing areas according to the national strategy for developing the pharmaceutical industry and approved programmes.

The Department of Finance was urged to coordinate in reviewing, evaluating and proposing incentive mechanisms and policies to attract investment in the pharmaceutical chemical sector.

The Department of Agriculture and Environment was directed to join hands in developing medicinal plant growing and exploitation areas to ensure the supply of raw materials for the chemical industry.

The Department of Science and Technology should promote research, development, application and transfer of technology in pharmaceutical chemistry; encourage enterprises to allocate income to establish a fund for the development of science and technology in accordance with the law; support and guide organizations and individuals in carrying out procedures for registering inventions and protecting intellectual property rights for new pharmaceutical chemical products.

The People's Committees of districts, townships and city base on local potential and advantages to plan and develop medicinal herb areas to provide raw materials for the pharmaceutical industry.
