Government’s Resolution provides timely help for people to ease difficulties
People look forward to support
The Government’s Resolution No. 68 adds many new policies, expands beneficiary groups such as reducing premiums for occupational accidents and diseases; supporting job maintenance training for employees, laid-off workers, children, pregnant and nursing workers; and providing meal support for Covid-19 patients (F0) and those having close contact with them (F1)...

To soon put the resolution into life, the provincial People's Committee issued an implementation plan in mid-July, and organized online conferences to carry out the resolution and answer questions raised by officials of departments, districts and city as well as related units and businesses.
Nguyen Thi Kim Thoa, head of the Division of Labor, Invalids and Social Affairs of Lang Giang district, said: "People are looking forward to the support package, so now as long as we receive complete dossiers, we will handle them immediately. For F0 and F1 cases, we request communes to specifically classify each case from the stage of receiving dossiers and making lists to facilitate appraisal and support delivery. The district strives to finish the first delivery before August 31".
Many problems arise
According to the direction of the provincial People's Committee, by August 5, localities had basically completed the delivery of meal support (80,000 VND per person per day) for F0 and F1 cases. But in fact, this goal could not be accomplished.
By the afternoon of August 3, the provincial social security agency had informed more than 4,000 units to reduce their contributions to the occupational accident and occupational disease insurance funds for nearly 238,000 workers, with an estimated amount of nearly 63 billion VND (2.7 million USD). The province has approved meal support for nearly 1,100 F0s and F1s who completed treatment and medical quarantine, plus additional support for 370 children of F0 and F1 cases. |
In Yen Dung district, there were 122 F0s and over 2,400 F1s completing treatment and medical quarantine. However, at present, only 12 F0s and 246 F1s have applied for support.
Nguyen Thi Hien, an official of the Office of Labour, Invalids and Social Affairs of Bich Dong township (Viet Yen district), said: "When working on duty at the one-stop-shop section, many freelance workers such as motorbike taxi drivers, assistant builders and scrap collectors (their jobs are subject to the policy) came to ask for support. Their lives were very difficult as they lost their jobs due to the pandemic. However, they still possess farming land so they do not belong to the targeted group. In addition, many self-employed workers from other provinces come to work here and have temporary residence registration, but to determine whether they belong to non-agricultural households or not, it is necessary to have a confirmation by authorities in the place of permanent residence".
Currently, the provincial Department of Labour, Invalids and Social Affairs and the provincial Department of Finance are waiting for the guidance of the Ministry of Labour, Invalids and Social Affairs and the Ministry of Finance regarding the arising issues.
Providing support for right people
In order to provide support for right people in a timely, open and transparent manner, the Department of Labour, Invalids and Social Affairs published the list and phone numbers of key officials of departments, agencies, districts and city in order to promptly grasp and answer questions raised during the implementation. At the same time, it has advised the provincial People's Committee to issue a decision authorizing the leaders of the departments, the People's Committees of districts and city to directly approve the list of support beneficiaries in order to shorten the processing time.

According to Tran Van Ha, Deputy Director of the Department of Labour, Invalids and Social Affairs, departments, agencies and localities must continue to make people and businesses thoroughly understand the policy, and speed up the receiving and handling of procedures in accordance with regulations so that targeted people can benefit from the policy soon.
With the motto of providing support for right people, the department asked Fatherland Front Committees at all levels and their member organizations to actively monitor the process from making a list to publicly listing the policy beneficiaries in the community and support delivery, avoiding losses.
