Looking back over the past year, although there are still many things that did not fruition as expected, it must be affirmed that the entire Party, people and armed forces overcame numerous difficulties and challenges to achieve comprehensive results in all fields.

This is the second consecutive year Vietnam has met and exceeded all the socio-economic targets with a high growth rate reaching the top of the region and the world. The imprint of achievements in the Party building work with remarkable innovation in its leadership method has been acknowledged by the entire Party and people. 

The promotion of the fight against corruption and wastefulness has contributed to strengthening the people's confidence in the Party. National defence and security have been maintained. Foreign affairs have been strengthened. 

Our country's position in the international arena has been increasingly enhanced. The obtained achievements have created a momentum and motivation for the new year and subsequent years to come.

However, we should not be satisfied just yet. The domestic, regional and world circumstances are witnessing rapid, complicated and unpredictable developments; the country's socio-economic situation still faces many difficulties and challenges.

It requires the entire Party, people and armed forces to bring into full play the strength of the great national unity, the spirit of patriotism and the aspiration for a prosperous nation to overcome all difficulties and challenges, as well as accomplish goals and tasks set out by the 12th National Party Congress. 

A patriotic emulation movement should be pushed up to celebrate several major historic events: the 90th founding anniversary of the Communist Party of Vietnam, the 75th anniversary of the August Revolution and National Day, the 130th birth anniversary of President Ho Chi Minh, the 45th anniversary of the liberation of the South and national reunification, among others. 

Each cadre, party member, especially those holding positions at all levels must develop close bonds with the people and uphold their responsibility as public servants of the people. This is a principle requirement in the year of organisation of party congresses at all levels, towards the 13th National Party Congress.

For 90 years under the glorious banner of the Party, the Ho Chi Minh Era is the most glorious time in national history. The people rose up from slavery to stand as masters of the nation. The country progressed from poverty into a new period of development. 

This year, Vietnam has taken over the dual role of ASEAN Chair and non-permanent membership of the UN Security Council. The country’s position has been constantly enhanced in the international arena.
