Solutions synchronously implemented to develop semiconductor industrial ecosystem
BAC GIANG - On the morning of September 9, the Provincial Union of Science and Technology Associations in collaboration with the Institute of World Economics and Politics (Vietnam Academy of Social Sciences) organized a workshop themed "Semiconductor industrial ecosystem and participation of localities and Vietnamese enterprises".
Addressing the event, Ngo Chi Vinh, Chairman of the Provincial Union of Science and Technology Associations, said: The semiconductor industry is attracting great attention from investors. It is becoming one of the fastest growing industries in the world.

Recently, many developed countries in the world have had extensive cooperation with Vietnam in this field. There are now more than 50 large-scale foreign direct investment (FDI) enterprises investing in Vietnam in the microelectronics and semiconductor industry.
Bac Giang province has been an attractive destination for domestic and international investors. The province currently has 9 industrial parks (IPs) established with an area of nearly 2,400 hectares. According to the provincial planning until 2030, Bac Giang will have 29 IPs with a total area of about 7,000 hectares, attracting about 1 million workers.
In 2023, Bac Giang remained in the group of 10 leading provinces and cities in the country in term of FDI attraction, reaching nearly 3 billion USD with 89 newly licensed FDI projects.
The province currently has 3 semiconductor enterprises such as: Hana Micron Vina Co., Ltd. and Synergie Cad Vietnam Co., Ltd. (Van Trung IP) and SiFlex Vietnam Co., Ltd. (Quang Chau IP).
Discussing the topic of developing the semiconductor ecosystem at the workshop, many delegates said that recently, the investment and business environment of the province has been strongly improved while the infrastructure is increasingly completed, synchronous and modern.
The province has many potentials and opportunities to develop the semiconductor industry. It is considered one of the backbone and core industries in economic development, helping promote other industries such as: Electricity, electronics, automation, telecommunications and information technology.
According to the regional planning until 2050, Bac Giang is planned to become a center for semiconductor production and supporting industries.
Dr. Dang Duc Anh, Deputy Director of the Central Institute for Economic Management (Ministry of Planning and Investment) acknowledged many advantages of Bac Giang province to develop the semiconductor industry.
The province is an emerging industrial center with a favorable location thanks to a basically complete traffic system connecting with many provinces and dynamic economic regions, he said.
The business environment is friendly; infrastructure development is relatively favorable. On that basis, the province has the opportunity to develop into a semiconductor manufacturing center linked with the Hanoi Capital region and a number of provinces. However, Bac Giang still has limitations.
Faced with that reality, to develop the semiconductor industry, Dang Duc Anh recommended that the province needs to implement synchronous solutions on policy mechanisms and improve the investment and business environment.
At the same time, many opinions said that developing the semiconductor industry requires large investments in high technology and modern infrastructure. Local enterprises need to have a clear competitive strategy, understand the requirements on security, quality standards and environmental regulations.
Besides, Nguyen Manh Chien, Head of Human Resources Department of Hana Micron Vina Co., Ltd. said that to meet current requirements, enterprises need high-quality human resources with proper training.

Therefore, he suggested the province to create more conditions for enterprises to expand cooperation with human resource training units to create a sustainable semiconductor ecosystem; have its own preferential policies and ensure stable power sources.
According to Associate Professor, Dr. Bui Quang Tuan, Vice President of the Vietnam Economic Science Association, to develop the semiconductor industry, Bac Giang needs to attract "eagle" enterprises to create a supply chain.
The opinions presented at the workshop provided specific suggestions on the development of the semiconductor industry, which are the basis for the province to refer to and apply appropriately to the actual situation in the locality, hence building own strategy, identifying the subjects and methods of mobilizing resources to successfully participate in the semiconductor supply chain.
