Vietnam Health Insurance - steps in the right direction

At the Regional Social Security Forum for Asia and the Pacific (ESCAP), held by the International Social Security Association (ISSA) in Kuala Lumpur, Malaysia, the Vietnam Social Insurance (VSI)’s initiative on ‘the application of information and technology (IT) in management, inspection and payment of health insurance’ was honoured with the ISSA’s special prize.

The award recognized the VSI’s efforts and the effectiveness of the initiative in reality as well as showing the ISSA’s interest in the modernization of the management and performance of social security policies in the context of Industry 4.0.

By the end of August 2018, services level 3 and 4 have been provided for 23 online administrative procedures.

Earlier, ISSA emphasized that technology transfer is one of the biggest challenges for social security organizations worldwide, in current situation and in the future. It is not only an objective demand from the general development trend of the world but also an intrinsic requirement from the development process of each organization.

According to ISSA, social security agencies should consider information and communication technology a strategic solution to respond to social changes and challenges, and improve the efficiency and quality of their services.

It can be said that ISSA’s forecasts coincide with Vietnam’s interest in this field. This issue has even been legalized since 2014. The revised Law on Social Security stipulates that the State shall encourage investment in the development of technologies and advanced technical equipment for the management and implementation of social insurance. An electronic database on social insurance management will be built and operational nationwide by 2020.

Over recent years, the VSI has implemented IT application in almost all its professional activities. A household database has been built and synchronized with insurance collection data, while completing the granting of ID numbers to unify the social insurance code and health insurance card of each individual. An information assessment system of health insurance was formed to connect with almost all medical establishments at all levels nationwide to inspect the health insurance premiums for medical examination and treatment.

The VSI has regularly reviewed and cut down the related administrative procedures in order to ensure the interests of the laborers. By the end of August 2018, services level 3 and 4 had been provided for 23 online administrative procedures.

The above efforts have helped the VSI relieve the pressure and improve the quality of customer services, contributing to achieving the goal of universal health coverage and universal health insurance.

Accelerating roadmap for universal health insurance
(BGO) - Implementing Directive No. 08-CT/TU dated September 1, 2016 of the Standing Board of the Bac Giang provincial Party Committee on developing health insurance participants, Party committees and authorities in Bac Giang city and districts have focused on maintaining and expanding target groups and increasing coverage to accelerate the universal health insurance roadmap.
 
Over 81% of Vietnamese population covered by health insurance
Some 81.3 million people across Vietnam have been covered by health insurance by the end of May, up nearly 21 million people from 2012 or 35.6% and representing 81.7% of the population.

The draft plan on reforming social insurance policy received much support from members of the 12th-tenure Party Central Committee (PCC) when it was discussed at the fourth working day of the committee’s 7th plenary session on May 10.
 
WB offers Vietnam recommendations on social insurance reform
The World Bank (WB)’s experts have suggested Vietnam promptly reform its social insurance sector systematically in order to ensure the balance between collection and spending in the mid-and long-term.
