Over the past years, the provincial Party Committee and People's Committee have issued many policies and focused on directing and implementing a range of solutions to improve the investment and business environment and create the most favorable conditions for enterprises in Bac Giang. In the 2016-2020 period, the provincial Party Committee issues a Resolution and the provincial People's Committee devised plans to realize the resolution. 

The provincial Party Committee and People's Committee have issued many policies and focused on directing and implementing a range of solutions to improve the investment and business environment and create the most favorable conditions for enterprises in Bac Giang.

Every year, after the PCI is announced, the provincial People's Committee promptly reviews and evaluates the implementation, as well as clearly analyzes advantages and disadvantages, challenges and opportunities of each of the PCI components. Especially, the committee works to find out reasons for the score increase to continue to maintain and improve its ranking, and “bottlenecks” that need to be removed for drastic and timely directions and solutions to raise the score and upgrade the PCI of the province the following year.

However, the survey and PCI ranking results of the province in recent years showed that the score increased but slowly and many criteria got low scores. Compared to the national average, the province’s total score and PCI ranking were not high. In 2018, Bac Giang got 63.01 points (up 0.81 points), ranking 36 out of 63 provinces and cities, down 6 places against 2017. In 2019, the province earned 64.47 points, up 1.46 points over the previous year but down 4 places, ranking 40th nationwide. Bac Giang continuously fell in its PCI ranking, naming it in the group of localities with fairly good economic management quality. "Score increases but ranking drops" is due to the slow growth rate of the province's PCI compared to the national average. Amid the competition to improve this index among localities, Bac Giang still sees a possible risk of lagging behind.

One of the key tasks and breakthrough solutions that the Resolution of the 19th provincial Party Congress has set for the 2020-2025 tenure is “focusing on building the local economic, investment and business environment" and "attracting big projects to the locality". Therefore, it is necessary to improve the competitiveness of Bac Giang's economy, create and affirm the image and brand of the locality to investors and enterprises. Removing bottlenecks, improving scores, and upgrading the PCI are very important, requiring the strong participation of the entire political system. Through the PCI, authorities at all levels to the provincial People's Committee must continue to improve the quality of management and administration, and at the same time "locate" where Bac Giang is in the joint efforts of the provinces and cities nationwide to move forward.

Many experts believe that many enterprises in Bac Giang are still facing difficulties from "registration" to "post-registration". Therefore, in order to remove bottlenecks and upgrade the PCI, the province should pay attention to and create more favorable conditions for businesses to access and use land; improve transparency and help businesses access information; implement more effectively the fight against corruption and resolutely handle behaviors causing difficulties to people and businesses. It also needs to raise the dynamism and pioneering role of leaders of departments, agencies and localities; the morality and responsibilities of officials and civil servants, especially those who directly handle the procedures for enterprises. It is necessary to do well communication work, thus creating consensus of the whole political system in improving the investment and business environment.

High PCI score and good ranking are the core factors to attract more and more businesses to invest in the province and affirm more trust and satisfaction of businesses with authorities at all levels. With the province’s impressive achievements in economic development over the past years as well as its determination in directing the improvement of the business and investment environment, Bac Giang is believed to continue to be an attractive destination for investors and always assessed as being friendly and accompanying businesses.
