Bac Giang focuses on site work for industrial parks with clear roadmap

BAC GIANG – For years, Bac Giang province has considered industrial development as a central pillar and key driver of economic growth. To support this vision, the provincial People’s Committee has instructed relevant departments and localities to concentrate resources on clearing land for newly established and expanding industrial parks. The goal is to create clean land funds for early handover to infrastructure developers, thereby attracting secondary investors.

Obstacles identified

To date, 17 industrial parks in the province have been approved for investment, covering a total planned area of over 3,773 hectares. Among these, nine new industrial park projects were approved in 2024 and early 2025, and are currently completing administrative procedures for land clearance.

The site work is accelerated in Yen Lu industrial park.

Meanwhile, the land clearance is underway in existing parks such as Hoa Phu and Hoa Phu Phase 1 (Hiep Hoa district); Quang Chau and its expansion; Van Trung; Viet Han and its expansion (Viet Yen Township); Yen Lu (Bac Giang city) and Phuc Son (Tan Yen district). However, more than 250 hectares remain in a patchy state, impeding timely progress.

With most existing industrial parks nearing full occupancy, the province has prioritized land clearance in key areas to secure land for new investments. These parks include Hoa Phu Phase 1, Yen Lu and its expansion, Phuc Son and Viet Han.

At Phuc Son Industrial Park, developed by Le Delta Joint Stock Company in Lam Son commune, the project covers nearly 124 hectares—70 hectares in Phase 1 and nearly 54 hectares in Phase 2—with a total investment of over 1.83 trillion VND (78.8 million USD).

66.4 out of 70 hectares in Phase 1 have been cleared. However, difficulties persist due to unresolved land exchanges that have not been issued land use certificates, preventing the completion of legal compensation documents.

Additionally, disputes over land origins and area measurements complicate the development of compensation and support plans. In some cases, illegal constructions on the land have added further delays.

At Yen Lu Industrial Park (377 hectares), 359.3 hectares have been cleared, and more than 343 hectares have had their land use purposes converted. The remaining land has yet to be included in compensation plans.

Challenges here include lack of plot boundaries and unclear land origins, which require time-consuming field verification.

Ensuring committed progress

Recognizing land clearance as a critical task to drive investment, Bac Giang province has given special attention to this effort. In March, the Chairman of the provincial People’s Committee directed the Industrial Park Management Board (IPMB) to coordinate with local governments and investors to review and set clear timelines for each area.

As a result, a roadmap was developed for clearing land by the end of June 2025, including the full clearance of each industrial park.

Following this directive, the head of the IPMB signed commitments with district- and town-level leaders and project investors in March, pledging to complete land clearance in line with established schedules. The plan prioritizes resolving legal bottlenecks and finalizing compensation plans.

Localities are now actively implementing these commitments. In Tan Yen district, the authorities have tasked technical units and Lam Son commune with verifying land origins and sizes for each plot, aiming to complete compensation plans by May 31. Legal documentation for agricultural land will also be finalized to ensure proper basis for compensation.

According to Nguyen Van Thuong, Vice Chairman of Bac Giang city People’s Committee, for cases in the Yen Lu industrial park where households have accepted compensation but not vacated the land, the city will conduct forced evictions and protect construction work during May. Experienced personnel have been deployed to oversee and guide clearance efforts on-site.

In Hiep Hoa district, specialists are working to gather documentation to determine land origin and guide households through legal procedures for land transfer. Communes involved have been instructed to intensify public outreach to persuade families to relocate graves and hand over land to investors before June 30.

Meanwhile, Viet Yen Township is exploring land options for a centralized cemetery to support affected households in Hong Thai and Tang Tien wards, facilitating land clearance for expanded Viet Han industrial park.

At the provincial level, the Department of Agriculture and Environment is working with localities to resolve land identification issues and support investors in land conversion, compensation and payment procedures.

Nguyen Nhu Long, Deputy Director of the IPMB, said that based on signed commitments, the Board is conducting weekly progress checks, identifying and resolving issues at each project. The goal is to clear 200 hectares of industrial land within 2025, as assigned by the province.
