Bac Giang supports businesses to access land
The implementation of this sub-index aims to create conditions for businesses to soon obtain clean ground for infrastructure construction and project investment. Over the past time, localities in the province have paid attention to implementing many solutions to realize this sub-index, contributing to improving the score of the land access indicator of the provincial competitiveness index (PCI).

The Residential Area No. 2 project (phase 1) in Phuong Son township of Luc Nam district was approved in principle by the provincial People's Committee for implementation in the 2021-2024 period on an area of 10 hectares. The project, invested by Hanoi-based Detech Land Real Estate Joint Stock Company, is expected to have a total investment of more than 142 billion VND (6.05 million USD). The People's Committee of Luc Nam district is responsible for site clearance and compensation.
From April to October 2022, Luc Nam district completed site clearance and compensation for nearly 10 hectares of the project’s infrastructure construction area. It also completed dossiers to submit to competent authorities for land allocation to the investor in November 2022, ensuring progress.
Similarly, the technical infrastructure construction and business project for the Tan Hung Industrial Park in Lang Giang district got the Prime Minister’s in-principle approval under Decision No. 1791 dated November 23, 2021. The project is invested by Hanoi-based Lideco 1 Joint Stock Company, covering a total area of 105.3 hectares.
Implementing this project, the district People's Committee has completed site clearance. At the end of March, the provincial People's Committee decided to lease more land to the investor, bringing the project’s total area to nearly 104 hectares. The company is building a wastewater treatment plant, expected to be completed in the second quarter of 2023, while accelerating the construction of internal roads and land leveling.
According to the plan, in June this year, Yaeda Group of China will build an electric motorcycle factory in this industrial park, which is projected to become operational at year-end, with a maximum annual capacity of 5 million units.
In addition, the districts and competent agencies have focused on clearing ground and appraising dossiers for many projects to submit to the provincial People's Committee for land allocation to enterprises. Among those are the projects to build Viet Han Industrial Park, Expanded Quang Chau Industrial Park and Yen Lu Industrial Park.
In 2022, many localities earned high scores in the sub-index of access to land and business premises such as Lang Giang 8.33 points, Viet Yen 7.08 points and Luc Nam 6.49 points. Especially, in 2021, the indicator of land access and stable use of production premises within the PCI jumped 14 places compared to the previous year with 7.09 points.
Bui Quang Huy, Director of the Department of Natural Resources and Environment, said that in order to improve the indicator of land access and stable use of production premises, the department has cut the processing time for 12 administrative procedures.
The agency has also strengthened coordination with localities in guiding the making of annual land use plans and the list of projects as a basis for land recovery.
Along with the above solutions, the districts have assigned responsibilities to their heads, considering this a criterion for assessing their yearly performance; developed plans and roadmaps and assigned specific tasks to related units for each key project. At the same time, they have directed communes and townships where the projects are implemented to promote communications work to encourage people voluntarily hand over the land.
