Bac Giang works to remove "bottlenecks" in transport of goods from/to China

(BGO) - Currently, the import and export activities of enterprises in Bac Giang province through the border gates of Lang Son province with China are facing some difficulties. The province is focusing on directing the removal of "bottlenecks" in the immediate and long term in order to create more favorable conditions for businesses.

Increasing input costs

Every month, Luxshare-ICT Co., Ltd (Van Trung Industrial Park) has 250-400 trucks carrying goods from the Huu Nghi border gate (Lang Son) to Bac Giang and vice versa.

The transport of imports and exports still faces some "bottlenecks" that increase production costs of enterprises.

Due to the impact of Covid-19, transporting goods from Pingxiang (China) to Xuan Cuong-Huu Nghi yard take 3-4 days. The company’s order fulfillment progress has been affected by the large number of vehicles and traffic jams. In addition, due to the epidemic, it had to pay quarantine fees for drivers and hire drivers to pick up goods at the border gate, resulting in higher transportation costs.

Those are the common problems faced by enterprises in the province when transporting goods from China to Vietnam. To deal with them, the provincial People's Committee established a working group to remove difficulties for enterprises in transporting goods and materials through border gates in Lang Son province.

The working group, run by the Department of Industry and Trade, worked with relevant organizations and individuals. The results show that the time for customs clearance through Vietnam's border gates is the same, about 1.5 days on average. Therefore, enterprises do not face difficulties in customs clearance in Vietnam.

However, at Chinese border gates, customs clearance times are different, especially at the Huu Nghi border gate, the longest time is 4 days. Due to the impact of the Covid-19 epidemic, goods are piled up at the border gates.

Proposing new international railway station

According to statistics of the provincial Department of Industry and Trade, in the first nine months of this year, the total exports of enterprises in Bac Giang to China were about 50,000 tonnes while their imports about 663,000 tonnes. Goods from China to Bac Giang and vice versa are currently transported by land, sea, air and rail, with sea and land being the most popular.

According to Tran Quang Tan, Director of the Department of Industry and Trade, in order to support enterprises in importing and exporting goods from/to China, in the immediate future, the department proposed the People's Committees of Lao Cai, Lang Son and Quang Ninh provinces continue arranging lanes for vehicles, upgrade wharf and yard infrastructure, and ensure security and order in the border gate area... in order to create the most favorable conditions in terms of procedures, thus reducing customs clearance time and costs for enterprises.

For goods transport from Chinese stations to the Dong Dang International Station for customs clearance and delivery, businesses can open customs declarations at the Customs Sub-Department managing Bac Giang’s industrial zones. For some imported shipments that do not require urgent time, enterprises can propose to the sub-department check the goods at the border gate according to regulations.

In the long run, at the meeting between the leaders of Bac Giang province and Deputy Prime Minister Le Van Thanh on October 23, Chairman of the provincial People's Committee Le Anh Duong said that the demand for transporting goods of businesses via railway is very large. In order to reduce traffic pressure on roads, improve the efficiency of railway operations, and reduce the time and cost of transporting goods for enterprises, Bac Giang proposed the Ministry of Transport consider building an additional international railway station in the province.

Accordingly, a new general railway station will be built to replace Bac Giang Station; while Sen Ho Station will be upgraded and expanded to serve goods and passenger transport in Nenh township (Viet Yen district). At the same time, a number of dry ports are also planned to be constructed.

Bac Giang also suggested the Ministry of Industry and Trade allow the establishment of the Bac Giang Import-Export Management Office, which is tasked with helping the Import-Export Department in issuing all kinds of certificates as authorized by the Ministry of Industry and Trade. Along with the above solutions, the province will direct soon completing logistics projects and solving export-related difficulties for enterprises in industrial zones and clusters of Bac Giang and neighboring provinces and cities.
