Changing production practices for poverty reduction
Dynamism in economic development
Previously, local people in Huyen Son commune mainly grew rice and corn on the agricultural and hilly land. As most of the land area lacked of irrigation together with backward farming qualification and low investment, it gained low economic efficiency resulting in high poverty rate (over 50 percent).

In order to make a “boost” for economic development, the local government has paid attention to changing plant structure to cultivate varieties of trees with high economic values.
Seeing high economic values of custard apple, many households in the villages of Khuyen, Lien Giang and Vang Ngoc have transformed the hilly land to plant this tree on the total area of 170 hectares. In some other villages, the locals have cultivated winter plants with high economic values such as onion, taro and flowers on the area of 80 hectares. The local people’s living standard has been improved thanks to cultivation of custard apple and vegetables.
For example, the family of Hoang Van Tuan (born in 1962) in Nam Son village only grew rice on nearly 1 hectare of agricultural land years ago which brought unstable income. His family was in the list of poor households.
5 years ago, he and some households in the village started growing taro with high economic value. Currently, his family earns an annual profit of over 100 million VND (4,093 USD) from 2,520 m2 of taro and 720 m2 of sword lily.
According to Tran Quang Tuyen, Chairman of the people’s committee of Huyen Son commune, the commune has established the fruit growing and winter crop areas with increasing crop yield. This year, the per capita income in the commune reached 45 million VND (1,842 USD). There are only 36 poor households in the commune, accounting for 2.2 percent.
Similarly, local people in other localities have made good use of the support policies to change the plant structure and cultivate varieties of plants and livestock with high economic values.
Accompanying for sustainable poverty reduction
Thanks to the support policies and programmes on poverty reduction, the people’s living standard in the district has been improved while the poverty rate has been reduced. By the end of 2023, there are only 1,902 poor households in the district, accounting for 3.09 percent, down 1.05 percent against 2022. Specially, the 4 remaining communes of the district including Truong Son, Vo Tranh, Binh son and Luc Son have completed the criteria on new-style rural areas and got out of the list of especially disadvantaged communes.

In order to gain the above results, in line with implementing support policies and combining investment resources, it is important to promote the local strengths and choose proper seedlings and breeding to help local people to develop economic models and eliminate poverty.
For sustainable poverty reduction, the district has arranged the allocated fund and other resources to support in seedling, funding and techniques for the poor to build new production models based on the local advantages.
To date, the district people’s committee has approved 7 projects on raising cow and chicken in the communes of Dong Hung, Truong Giang, Vo Tranh, Yen Son, Vu Xa, Thanh Lam and Chu Dien worth total 6.9 billion VND (282,451 USD). Besides, 17 projects on community-based production with the involvement of the communal committees as the investors valued at over 3 billion VND (122,805 USD) were approved.
“After selecting and handing over seedlings and breeding, the district people’s committee assigned the competent departments, in collaboration with the people’s committee of the communes and towns, to supervise the implementation progress and provide knowledge of caring techniques and disease prevention measures for the households. In order to promote efficiency of the poverty reduction models, the supported households need to change the production practices and expand production scale to increase the productivity and quality contributing to improving the people’s living standard and sustainable poverty reduction”, said Duong Cong Dinh, Vice Chairman of the people’s committee of Luc Nam district.
