Customs sub-department in charge of Bac Giang industrial zones accompanies import-export enterprises

(BGO)- The Customs Sub-department in charge of industrial zones in Bac Giang province was established in November 28, 2005 under the Customs Department of Lang Son province then becoming a part of Bac Ninh Customs Department since July 1, 2012. 

Over the past 10 years, with the principle “professional, transparent and effective”, the Sub-department has ceaselessly renewed the management methods and fostered administrative procedure reform to facilitate import and export activities contributing to boosting economic development of the province and ensuring timely custom clearance.

Officers of the Customs Sub-department in charge of industrial zones in Bac Giang province guides enterprises to deal with clearance procedures.

After becoming a part of Bac Ninh Custom Department, the Customs Sub-department in charge of industrial zones in Bac Giang province has made ceaseless efforts to overcome difficulties and fulfill the assigned tasks. The service has been performed in accordance with required procedures and legal regulations.

As defining administrative procedure reform a key and thorough duty, the sub-department has paid attention to equipping sufficient facilities and improving human resource quality to boost application of information technology. 

The sub-department has implemented the automatic custom clearance system, online public service and Vietnam Automated Cargo Clearance System/ Vietnam Customs Intelligence Information System (VNACCS/VICS) to support enterprises in proceeding tax and custom procedures in quick manner.

In 2021, the sub-department received and handled more than 246,000 declaration forms, up 50,000 declarations compared to the previous year. Of which, 100 percent of the custom declarations were processed on VNACCS/VICS systems and nearly 100,000 declarations classified green line (automatic clearance within some seconds). In the first 5 months this year, the sub-department has handled more than 132,000 enterprises’ declarations. Currently, customs dossiers and procedures are processed and returned results

In line with reducing clearance time, the sub-department implements 24/7 online tax payment to enterprises, collaborate with the provincial State Treasury and commercial banks to remedy and deal with incorrect declarations to facilitate tax payers while ensuring precise and timely revenues to the state budget.

With the above methods, the sub-department cut about 35 percent of time limit to deal with administrative procedures in 2021, thereby facilitating 1,112 enterprises applying for custom procedures, up 184 enterprises compared to the previous year, including nearly 500 regular applicants for custom procedures. 

Last year, the sub-department gained revenue of more than 1.724 trillion VND (74 million USD) from import and export activities, surpassing the set target. In the first 5 months this year, the budget revenue from this sector reached nearly 750 billion VND (32.2 million USD), equal to 48 percent of the plan.

Continuing to improve service quality

The sub-department currently has 31 employees. With an aim to continue facilitating enterprises in dealing with administrative procedures to ensure timely custom clearance, the sub-department works out detailed yearly programmes and plans for implementation. Besides, the sub-department heightened the role of the heads; tightened the discipline and working style of officials, civil servants, and employees; and improving service quality.

For their achievements, many collectives and individuals of the Customs Sub-department in charge of industrial zones in Bac Giang province have been awarded by the levels and sectors. The sub-department received the President’s third-class labour medal and many certificates of merit by the Minister of Finance and Chairman of the provincial People’s Committee.

Recently, it has issued and regularly updated the "Professional Handbook" which is written in five languages: Vietnamese, English, Chinese, Korean and Japanese, are distributed free of charge to enterprises to look up the implementation of administrative procedures, limiting mistakes during finalizing dossiers.

In addition, the unit has also successfully applied information technology to build software for warehouse management and import-export data analysis to help staff when making statistics and analyzing data.

“In coming time, the unit will continue to reduce time limit in handling administrative procedures. They will always grasp opinions of the enterprises to timely deal with their obstacles in implementing customs procedures”, said Dinh Manh Hung, Director of the Customs Sub-department in charge of industrial zones in Bac Giang province.
