Enhancing management of foreign workers
According to report of the provincial Department of Labour, Invalids and Social Affairs, the province is home to 498 enterprises employing 3,488 foreign workers, 2,878 of whom are working in the industrial parks.

The labourers mainly come from Republic of Korea, China and Japan. Most of the foreign workers are qualified and experienced who hold positions of managers, executive officers and experts.
Generally, the sectors and localities have closely collaborated in foreign workers management. However, there are some obstacles in managing foreign workers. Particularly, the number of foreign workers working in the province has been increasing but many of them live temporarily in other localities. There is no compulsory regulation or penalty for employers on foreign workers’ temporary residence declaration causing difficulties in management.

In his conclusion, PPC Vice Chairman Le Anh Duong stressed the province would facilitate enterprises’ operation while enhancing capacity and professionalism in foreign workers management from work permit to temporary residence.
He requested the provincial Department of Labour, Invalids and Social Affairs to consult the PPC Chairman to issue a directive on remedying management of foreign workers in the province by the end of this month and collaborate with Department of Foreign Affairs to reinforce propaganda and education about laws on management of foreign workers.

The enterprises using foreign workers must provide contact persons to deal with related procedures.
The competent agencies should review the regulations on management of foreign workers of the province and the Central to recommend amending, supplementing and abolishing inadequate regulations. It is necessary to develop management software and set up database to share information and support foreign workers management.
