Streamlining many procedures on construction and land

On the basis of Resolution 02, the provincial People's Committee developed and promulgated a plan on continuing to perform the main tasks and solutions to improve the business environment and national competitiveness in order to concretize the tasks assigned by the Government.

At the same time, it clearly defined the content, work and completion time, ensuring close and effective coordination between departments, agencies and People's Committees of districts and city. This has created an open, transparent and attractive business environment.

Among the contents Bac Giang has focused are granting of construction permits, property registration, and quality of land administration. Administrative procedures related to the construction permit index are handled through the one-stop-shop units in accordance with regulations.

In 2021, the whole province handled 614 administrative procedures regarding construction, granting 36 construction permits and appraising projects and basic designs of 82 works; appraising economic and technical reports, designs of construction drawings and cost estimates of 168 works...

Dao Cong Hung, Deputy Director of the Department of Construction, said that in order to improve the management efficiency in the field of construction, the sector has advised the provincial People's Committee to issue a regulation on a number of contents on management of investment and construction activities, creating clear changes in the province. It aims to cut at least 30 percent of the time set in the regulation on handling administrative procedures related to land and environment, especially for projects attracting investment.

Ensuring "harmonious benefits - shared risks"

As a locality heavily affected by the Covid-19 epidemic, the province has promptly supported people and businesses to restore production and business. It has approved aids for 500,000 people. More than 4,200 businesses and about 3,400 business households have received support worth over 700 billion VND (30.75 million USD).

Nguyen Cuong, Deputy Director of the Department of Planning and Investment, said that in 2021, when the Covid-19 pandemic broke out, authorities at all levels in the province drastically directed the implementation of many measures to control the disease, realize the dual goal of both combating the epidemic and boosting socio-economic development, and create favourable conditions for investors and enterprises, ensuring the principle of "harmonious benefits - shared risks" between the State and enterprises while urgently removing difficulties for and accompanying businesses.

The solutions taken by Bac Giang have received positive feedback, as evidenced by the increasing number of large corporations choosing the province as a destination for their long-term investment. This result has made an important contribution to attracting investment, improving the business environment, and enhancing national competitiveness.

In the coming time, Bac Giang will regularly direct departments, sectors and People's Committees of districts and cities to effectively implement the Resolution of the provincial Party Committee's Standing Board on improving the business investment environment and raising the Provincial Competitiveness Index (PCI) in the 2021-2025 period.

The province will promptly realise the Government's support policies for employers and employees affected by the Covid-19 epidemic, especially small and medium enterprises, in order to create a favorable, equal and stable business environment.

It will pay attention to well implement investment promotion activities on the spot; receive and solve difficulties and obstacles facing enterprises and investors; organize meetings with businesses and investors in the province to inform them about the key orientations on socio-economic development and business environment improvement.

Bac Giang plans to promote solutions for digital transformation, implementing digital transformation on three main pillars: building digital government, developing digital economy and digital society.

A business information portal was launched on December 23 with a view to helping address difficulties faced by enterprises, assisting policymaking, and proposing support measures for the development of businesses.
