Exceeding targets

According to the economic development scenario, the local industrial production strives to recover 40 percent comparing to the period before the disease outbreak with more than 30,000 labours by the end of July.

However, 39,000 workers returned to companies at the last days of June. The industrial production value hit over 20 trillion VND (883 million USD) in July, surpassing 7 trillion VND against the plan and nearly doubling June figure. The export turnover in July made up 80 percent increase comparing to the same period last month. The industrial production in August earned over 27.5 trillion VND.

According to the Department of Industry and Trade, so far six industrial parks, 30 industrial clusters have resumed normal operation with more than 270,000 labours. The businesses at the industrial parks regained the same production scale and capacity as the time before the disease occurrence, hence raising the industrial production value.

These number proved that Bac Giang economy has dramatically recovered, especially the industrial production. Chairman of the provincial People’s Committee (PPC) Le Anh Duong pressed on the positive side after the pandemic that are the higher awareness, discipline, more professional manner of the workers, helping enhance the labour productivity and “strengthen” enterprises.

Many new businesses were accepted for the investment and operated in July and August at the provincial industrial parks. The increasing foreign direct investment (FDI) to the provincial industrial parks proved that the province is an attractive destination for investors.

Promoting the role of Steering Committee for production recovery

One of the key solutions for the province to achieve this result is the activeness and innovation. The disease prevention and control has been accompanied by production recovery. The PPC timely established the provincial Steering Committee for production recovery (Steering Committee) and working groups to assist businesses to recover, keep industrial production and commercial trade at all fields.

The province need to rapidly recover the production under value and global chains while instructing and supporting businesses to prepare programme to reorganize the production activities to ensure safety with the motto “production for disease prevention, disease contain for production”. The provincial leaders always listen to and timely handle any proposal and reflection from the enterprises and labours. PPC Chairman Le Anh Duong.

At the first period, the province focused on supporting businesses at the industrial parks to remove major difficulties and obstacles such as helping companies to repair and build temporary apartments as the centralized accommodation for workers right at the production campus; mobilize schools at summer vacation, review, verify and approve for the list of qualified accommodation facilities to serve workers. It was the innovation of “3 on the spot” (production on the spot, eat on the spot and stay on the spot for workers) so that the companies can quickly open again.

The province also set up permanent division to supervise the disease at the industrial parks which regularly directs, inspect the safe disease preventive measures as well as timely reinforces the hole in disease contain.

“Production for fighting against disease, fighting disease for production”

Bac Giang strives to regain equal and higher growth rate than that of the time before Covid-19 outbreak by the end of August 2021. Thus, it is a must to protect the production at the businesses inside and outside the industrial parks and clusters while creating all possible conditions for business to recover the production toward a lift up.

To realize this target, the disease prevention in production is considered the first key task and priority. All enterprises were requested to establish and effectively maintain Covid-19 safe team, organize training course and build scenarios to respond to any arising circumstance, speed up the progress of installing and updating Covid-19 management and tracing software.

Besides, competent agencies should pay attention to assisting companies to remove difficulties in employing new labours; apply flexible solutions for them to welcome labours in other provinces, especially experts and skilled workers; encouraging qualified transportation organizations and individuals to pick up labours so as to reduce the travel by individual vehicles.

Safe hostel for worker must be persisted as crucial solution toward effective disease preventive measures and safe production.

Businesses in industrial parks basically regain normal capacity
