Labour export gradually recovers
Opportunity to learn foreign language and skill
Now, the province has nearly 18,300 labourers working abroad under contracts, mostly in the markets of Taiwan (China) (11,000 people), Japan (3,600 people), Republic of Korea (1,800 people), Malaysia and Middle East with average income of 15 – 35 million VND (650 – 1,500 USD) per month.

According to the Division of Labour and Job (Department of Labour, Invalids and Social Affairs - DoLISA), since 2020, the labour export activity in the province has suffered severe affection from the global pandemic. In 2020, the province had 1,800 people going to work overseas, accounting for 48 percent of annual plan, down 42 percent comparing to the figure in 2019.
Particularly in the first quarter this year, 450 labourers in the province succeeded in working abroad, mostly to Taiwan and Japan.
Implementing the policy of the Ministry of Labour, Invalid and Social Affairs to adjust the number of people to work overseas, DoLISA also consulted the provincial authority to reduce the labour export plan in 2021 down to 2,600 cases (down 1,000 people against 2020).
Though the partners have inked the contract recently, many labourers must wait for the departure time due to the pandemic. They have spent this time on studying foreign language as well as skills to prepare for working abroad.
Ensuring safe departure
Now, some countries and territories receiving Vietnamese workers have basically controlled over Covid-19 pandemic, gradually released the isolation and social distancing measures to accelerate the economic development. Thus, they can welcome our labourers in near future.
To recover the labour export activity step by step, the DoLISA based on the MoLISA’s instruction to order the local businesses working on this field to actively grasp the pandemic situation, seriously follow instructions from the local authorities on disease prevention and control.

Meanwhile, the provincial Center of Job Service was urged to cooperate with the localities to enhance consultation and job introduction for the labourers to select suitable positions as a guest workers.
Apart from selecting qualified partners, many employment agencies have conducted new training programmes and interview to meet the partners’ requirement.
Typically, ICO International Human Resources Joint Stock Company (ICO) (Bac Giang city) which is one of two enterprises in the province licensed to take labourers to work abroad by MoLISA has actively implemented disease preventive measures.
To ensure the quality of human resources, ICO adjusted the training programme by minimizing direct lessons and tests. The company has provided online training via a self developed application software.
ICO Director Nguyen Anh Tuan shared that the company helps the agencies organize online interview with the candidates. Thus, amid the complicated situation of pandemic, ICO took 160 labourers to work in Japan in 2020, accounting for 50 percent of the set plan.
Particularly since early this year, 78 people have departed to work abroad while more than 200 learners have been under training. As schedule, besides Japan, ICO will develop other markets of Taiwan, Romania and Poland.
