Officials, party members set good examples in streamlining apparatus
BAC GIANG- Together with the whole nation, the northern province of Bac Giang has been implementing rearrangement of organizational apparatus towards “streamlined, powerful, efficient and effective” political system. In which, good examples of many officials and party members have facilitated smooth and rapid organizational arrangement and streamlining.
During over 30 years working in different positions, Nguyen Thanh Loan, Deputy Head of the Propaganda, Education and Mass Mobilization Commission of Hiep Hoa district Party Committee has always well fulfilled her duties.

Acknowledging responsibilities of an official and party member towards the guidelines of the Party and policies of the State on streamlining the organizational apparatus, Loan has submitted application for 8 years and 8 months early retirement.
“I chose early retirement to facilitate the personnel arrangement and give more opportunity for young qualified officials. I will try my best to well fulfil the tasks and duties until the retirement date (which is scheduled on January 5, 2025)”, said Loan.
According to the Department of Home Affairs (DOHA), this agency received 123 dossiers following the Government’s Decree 178 including 59 cases of voluntary early retirement and the others of resignation.
Good examples of the leads have contributed to strongly spreading the spirit of the revolution in streamlining the apparatus.
Particularly, after former Director of the Department of Industry and Trade Tran Quang Tan applied for early retirement, 4 others in this agency decided to retire early from 1 to 5 years.
Besides, 7 public officials of the Department of Culture, Sports and Tourism applied for early retirement and resignation including a number of team leaders.
According to the DOHA leader, in implementation of the Resolution No 18-NQ/TW of the 12th Party Central Committee on a number of issues regarding the continued reform and streamlining of the organizational structure for a streamlined, effective, and efficient political system, Bac Giang province has proactively reviewed to arrange and consolidate the organizations and conducted personnel downsizing.
The Department of Agriculture and Environment (after merging the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development) has 21 divisions, sub-departments and units, reducing 11 internal apparatuses.
The appointment plans of managers of the divisions and units after the rearrangement received consensus of public officials, which was implemented transparently in accordance with regulations.
To date, the Department received 11 applications for early retirement and resignation from public officials to submit for approval of competent authorities.
In order to protect rights and benefits of public officials and employees in streamlining the apparatus, DOHA assigned its division of organization, personnel and public officials to receive and collaborate to appraise dossiers from departments and district-level people’s committee, according to DOHA Vice Director Nguyen Quang Dong.

Based on the appraisal results of related agencies, DOHA will issue decisions to approve the list and budget for personnel downsizing; meanwhile direct-management agencies will decide retirement or resignation for those with valid dossiers.
The revolution in streamlining the apparatus is occurring in drastic and urgent manner to improve governance efficiency and effectiveness, which affects a large number of public officials.
Thus, competent agencies and all-level people’s committee need to promote communication and acknowledge the individuals who sacrificed for common interest.
Besides, it is necessary to ensure transparency and regulation conformity in personnel work, safeguarding legitimate rights of public officials and employees.
