Promoting online payment towards digital citizens

(BGO) - Cashless payment is now popular in social life. In Bac Giang, Party committees and authorities at all levels are focusing on communications to increase the percentage of people accessing and using this form of payment, thus promoting the formation of digital citizens and a digital society.

Diversifying payment products and services

Duong Van Nga, Director of GO! Bac Giang Supermarket, said that the unit has arranged 22 POSs (supporting payment of bills/goods/ services by ATM cards) at cashier counters. Customers can also pay by e-wallets such as Momo and Zalopay, internet banking or other online forms. The rate of online transactions at supermarkets increased by 30% over the same period in 2021.

Not only at supermarket systems, but also at many fashion and grocery stores, even traditional markets, many shop owners accept payments via bank accounts and POSs.

Currently, the cashless payment is also used by people when performing public services such as paying taxes, electricity and water bills, school and hospital fees, and administrative procedures...

On February 16, 2022, the provincial People's Committee issued a plan to implement the Prime Minister's Decision No. 1813/QD-TTg dated October 28, 2021 on the approval of the Project on the development of cashless payment in Vietnam in the 2021-2025 period in Bac Giang province. According to a representative of the State Bank of Vietnam’s branch in Bac Giang province, performing the tasks assigned by the provincial People's Committee, the bank has issued a plan to implement many contents.

The focus is developing a variety of payment products and services on digitized platforms, ensuring convenience, safety and security for users. The application of payment products, services and utilities on mobile devices is also promoted.

According to the statistics of the authorities, in the first 6 months of the year, the province had about 200 trillion VND (8.55 billion USD) worth of cashless payment, up against the same period last year.

Promoting communications, expanding users

Currently, many banks and payment service companies have expanded digital banking services to workers in the province, while developing solutions to encourage cashless payment in rural areas. Recently, the Agribank branch in Viet Yen district implemented the model of "Cashless market" at Nenh market (Nenh township).

Tran Anh Hoang, Deputy Director of the branch, said: “Implementing the digital transformation programme, the bank provides modern payment methods for small traders in the market such as Emobile banking, SMS banking, ATM... with free money transfers. It also launches VietQR code that accepts payments for all banks; and guide residents how to use it.

Currently, nearly 40 business households in Nenh market have registered to use the service. In this August, the unit will coordinate with the district Youth Union to expand the model to three major markets in the district, namely Bich Dong township market, Lai market in Nghia Trung commune and Chang market in Viet Tien commune”.

Recently, Lang Giang district’s Youth Union, in collaboration with the Agribank branch in the district, launched "Cashless residential area" in all villages and residential groups in Nghia Hoa and An Ha communes and Kep township.

In Doan Bai commune (Hiep Hoa district), at the end of July, the communal Youth Union piloted the model of "Cashless wedding" at the wedding of Nguyen Van Thuan, Deputy Secretary of the communal Youth Union.

According to Nguyen Gia Phong, Deputy Director of the provincial Department of Information and Communications, in parallel with the provision of platforms and solutions by banks and service providers, localities need to promote communications and guide civil servants, public employees, workers in enterprises and small traders in the centers of communes, wards and townships how to use such services.

Commercial banks should enhance guidance on cashless payment, electronic payment, and skills to use banking services safely and reasonably; raise customers' awareness of cyber security risks and fraudulent activities in cyberspace.
