The province was reported to gain numerous positive results in the first 6 months. Particularly, the economic growth rate (GRDP) is estimated at 14.04 percent. The total budget revenue reached 16.980 trillion VND (647.547 million USD), a surge of 78.2 percent against the same period in 2024.

Its provincial competitiveness index (PCI) in 2024 continued to be in top leading localities nationwide, ranking 4th among 63 provinces and cities.

The province’s investment attraction secured good results, especially new domestic direct investment (DDI) projects.

At the meeting, the participants focused on discussing and giving opinions to the draft reports on socio-economic development and implementation of the tasks in the last 6 months 2025.

In his conclusion, PPC Secretary stressed Bac Giang and Bac Ninh provinces will be officially merged into new Bac Ninh province since July 1, 2025.

The roles, stature and development space of the new province require more efforts and determination by all-level governments, authorities, localities, officials and party members who need to pay high attention to leadership and implementation to fulfill all tasks and duties.

The provincial party chief called on more efforts to achieve the highest targets set for 2025 and successfully organise the provincial Party Congress of Bac Ninh province in 2025-2030 tenure.

Besides, the participants considered to pass some draft resolutions of the provincial People’s Council and important projects.

Vietnam now has 34 provincial-level administrative units

The 15th National Assembly (NA) on June 12 passed a Resolution on the reorganisation of provincial-level administrative units in 2025, under which Vietnam now has 34 provincial-level administrative units, including 28 provinces and six centrally-run cities.

An 1:1,000,000-scale administrative map of Vietnam online and in digital *.pdf format will be released once the National Assembly’s Resolution on the reorganisation of provincial-level administrative units in 2025 takes effect in oder to promptly support the Prime Minister’s direction and administration, support state management by ministries, sectors, and localities; and meet requirements of organisations and individuals.

 

Key milestones in administrative and organisational restructuring

On May 25, 2025, the Politburo issued Conclusion No. 157-KL/TW on implementing Party resolutions regarding the restructuring of the organisational apparatus and administrative units. New commune-level units are to come into operation from 1 July, with completion targeted by July 15; provincial-level restructuring is to be finalised by August 15.

 

PM urges simplification of administrative procedures

Key targets for 2025 include a minimum 30% reduction in administrative processing time, compliance costs, and business conditions.

 

Assignment of settlement authority of district-level administrative procedures must be completed before June 10

They are asked to issue legal documents within their jurisdiction to implement cuts and reassign the authority of settlement at the district level. For procedures requiring government decrees, ministries must submit them to the Ministry of Justice for review by May 10, and to the Government for approval by May 30. Progress on the work must be reported to the PM by May 10.

Members of the Politburo and Secretariat reviewed the restructuring of the political system’s organisational apparatus and reorganisation of administrative units at all levels during a meeting on May 3.
