New grassroots government system piloted in Bac Giang

BAC GIANG – On the morning of June 20, the Bac Giang and Bac Ninh provincial People’s Committees jointly held a conference to launch and trial-run the local two-tier government model in newly merged administrative units, including the newly established Bac Giang ward.

The hybrid in-person and online conference was attended by officials from new wards and communes reorganized under the revised administrative boundaries of Bac Ninh province.

The event followed Resolution No. 1658/NQ-UBTVQH15, issued by the National Assembly Standing Committee on June 16, 2025, regarding the restructuring of commune-level administrative units in Bac Ninh province.

Under this resolution, Bac Giang ward was formed by merging seven former wards of the old Bac Giang City: Tho Xuong, Ngo Quyen, Xuong Giang, Hoang Van Thu, Tran Phu, Dinh Ke and Dinh Tri.

The new Bac Giang ward spans more than 23 square kilometers—422% of the standard area requirement—and has a population of around 123,000, reaching 585% of the required threshold. It serves as a densely populated, central urban area in the newly restructured Bac Ninh province. The ward comprises 97 residential quarters.

During the morning session, Bac Giang ward conducted a trial meeting of the Party Standing Committee and began operating its new administrative service center.

The ward plans to hold ten separate meetings on July 1 to establish the organizational structures of its Party committee, local government, and the Fatherland Front, while also issuing directives and implementation plans for 2025 socioeconomic development.

Delegates at the conference watched a presentation outlining how administrative procedures will be handled through the province’s shared information systems.

The demonstration included three scenarios: receiving documents directly in Bac Giang ward, processing interlinked documents between commune and provincial departments, and accepting applications regardless of ward boundaries—such as those submitted from Kinh Bac ward to Bac Giang ward.

The demo also covered document management and circulation through the provincial e-governance platform.

In his closing remarks, Deputy Chairman Mai Son commended the local authorities and relevant units for their swift and thorough preparations.

He directed core staff to hold follow-up meetings, assign responsibilities, and submit personnel lists for integration into the three provincial shared systems: the Administrative Procedure Resolution System, the Document and Workflow Management System, and the Official Email System.

These should be forwarded to the Department of Science and Technology and the Provincial Administrative Service Center of Bac Ninh.

Authorities are scheduled to simulate operation of these three digital systems from June 23 to June 27. The results will be used to fine-tune processes for full deployment starting July 1.

Bac Giang ward was also instructed to finalize the script for its ten July 1 meetings and submit it to the Provincial Party Committee’s Organization Board and the Department of Home Affairs for approval by June 23.

The finalized materials will then be distributed to other wards and communes across the new Bac Ninh province by June 25 to ensure a smooth transition.
