Arousing ideas to improve investment and business environment
Tens of thousands of entries
On April 28, 2021, the Standing Board of the provincial Party Committee issued Resolution No. 105-NQ/TU and on June 26, 2021, the provincial People's Committee issued Plan No. 239/KH-UBND on improving the investment and business environment, and raising the provincial competitiveness index (PCI) in the 2021-2025 period.

In order to contribute to the effective implementation of the above resolution and plan, the provincial People's Committee recently launched an online contest seeking initiatives to improve the investment and business environment of Bac Giang province in 2021.
The contest started on October 25 and ended on November 25 with 10 sets of questions, each with 20 multiple-choice questions and one proposal. The contest attracted nearly 27,800 officials, civil servants, public employees and employees of 80 agencies and units, and people with with close to 93,000 entries.
The questions in each set mainly revolve around understanding of the PCI and the District Department Competitiveness Index (DDCI) in 2020; PCI and DDCI ranking results.
Notably, the contest received many new initiatives and ideas of individuals which can be applied in reality. A series of new ideas were also proposed such as: publicising procedures and prices for rent of industrial zones and clusters; strengthening exchanges between businesses and authorities in the form of seminars to solve problems directly, ensuring efficiency and saving time and costs for businesses; and digitalizing data.
Change in perception
According to Bui Thi Thu Thuy, Director of the provincial Department of Planning and Investment, in recent years, the investment attraction of Bac Giang province has been increasingly improved, creating satisfaction among businesses investing in the locality. Bac Giang is currently ranked 10th nationwide in terms of attracting foreign direct investment projects. The above contest contributed to the implementation of the province's resolutions and plans on improving the business and investment environment.
The success of the contest is not only reflected in the high number and quality of entries, but more importantly, through it, the province has widely disseminated to all cadres, civil servants, public employees, employees and people the purpose, meaning, tasks and solutions to improve the investment and business environment; and helped them understand sub-indexes and criteria for evaluating PCI and DDCI.
It also helped organizations and individuals clearly understand their responsibilities and obligations in improving the business and investment environment, while arousing new ideas among officials and people in the work. Good ideas will be considered for application.
To make the contest effective, the provincial People's Committee issued an implementation plan that clearly states the contest form, participants, starting and ending time. It assigned to the Department of Planning and Investment to be the standing body of the Contest Organizing Committee. As planned, in late December, the Organizing Committee will award prizes to 19 individuals and six collectives; propose the Chairman of the provincial People's Committee present the Certificate of Merit to the collective and individual winning the First Prize and having excellent achievements in organizing the contest.
