Attractive incentives needed in developing rooftop solar power

BAC GIANG - Bac Giang has dozens of industrial parks and clusters in operation with high demand for electricity. Although the total roof area across the province is large along with the potential to develop self-produced and self-consumed rooftop solar power, the number of customers using this type of power is still modest due to many reasons.

This year, the Provincial People's Procuracy (PPP) was supported with more than 295 million VND (12,600 USD) from the programe “Economical and efficient use of energy in Bac Giang province in 2023" to build and install rooftop solar power systems.

The construction unit inspects the solar panels installed on the roof of the house of Than Van Van in An Phong village, Tan Tien commune (Bac Giang city).

The system has a capacity of 11 kWp. It is connected to the national grid but does not generate electricity to the grid without using the Uninterruptible Power Supply (UPS) because the unit mainly operates during the daytime. The project was completed and put in use at the end of July 2023, with a 10-year warranty from Bac Giang Solar Company Limited - the contractor winning the construction contract, with an operating period of 25-30 years.

Nguyen Van Tuan, officer in charge of the rooftop solar power system of the PPP, said that before the solar power system was put into use, the PPP had to spend about 40 million VND on electricity bill per month. Currently, this amount is down by 15-20 percent (depending on how sunny the weather is). During the warranty period alone, the PPP can save about 100 million VND.

In July 2023, the household of Than Van Van in An Phong village, Tan Tien commune (Bac Giang city) installed a rooftop solar system with capacity of 5.4 kWp and total cost of 90 million VND. His family invested in a 5.2kWh UPS. 

During the day, the inverter will automatically transfer power from the rooftop solar system to supply all loads in the family while at night, it automatically switches to using the reserve power source. When the stored power source runs out, it will automatically switch to the national grid. 

In case of a power outage, the UPS can supply power for lighting and operating a regular fan for about 8 hours. If the family does not use electricity during the day, the solar power system will automatically discharge excess electricity because it is not sent to the grid.

Van said: "Since having the rooftop solar system, my electricity bill has been reduced by about 2.7 million VND each month on average".

By the end of October 2023, there were 631 organizations and individuals installing rooftop solar power in the province with a total capacity of about 74.3 MWp, 605 of whom installed the system before 2021 with a total capacity of more than 15.97 MWp (in 9 months of 2023, these customers generated more than 6 million kWh to the national grid or more than 11.9 billions VND). The remaining 26 organizations and individuals installed it for self-use purposes, with a total capacity of about 58.4 MWp.

605 customers in the province installed the rooftop solar power system before 2021 with a total capacity of more than 15.97 MWp (in 9 months of 2023, these customers generated more than 6 million kWh to the national grid or more than 11.9 billions VND).

According to the Provincial Statistics Department and a survey of Bac Giang Electricity Company, the average temperature in the province ranges from 22-23 degrees Celsius, the average annual sunshine lasts from 1,400 to 1,700 hours, the average total radiation is about 3 .8 kWh per square meter per day. Bac Giang has about 450,000 households (corresponding to the number of apartments) and tens of thousands of schools, hospitals, offices and livestock farms, industrial parks and clusters... which can install rooftop solar power with a technical potential of about 2,320 MW.

The installation of this power system contributes to minimizing overload on the national power grid and socio-economic development; taking advantage of the roof area and cooling the house because of solar panels; reducing the operating time of air conditioners and greenhouse gas emissions, protecting the environment and human health...

To develop roof top solar power system, recently, the Department of Industry and Trade has issued a plan to implement electricity savings during 2023-2025 period and the upcoming years. The Department consulted the Provincial People's Committee to build the project "Developing rooftop solar power in Bac Giang province until 2030, with a vision to 2045".
