Bac Giang concentrates on administrative procedure simplification to facilitate citizens
BAC GIANG- This time, the all-level governments, departments and agencies in the northern province of Bac Giang are concentrating on reviewing and working out plans for reducing waiting time and simplifying administrative procedures, promoting application of information technology and enhancing public officials’ competence in receiving and handling administrative procedures.
In recent years, Bac Giang province has reviewed and reduced time limit in dealing with administrative procedures while setting up internal processes.

In the 2 years of 2021 and 2022, the province reviewed 245 administrative procedures then cut and simplified 43 procedures especially those related to investment, production and business. Bac Giang is evaluated to implement administrative procedure control effectively.
Chairman of the provincial People’s Committee in September 2023 approved the plan for administrative procedure simplification for 23 administrative procedures in 9 sectors, which focuses on simplifying the processes and documentation and improving the rate of dossiers handled ahead of schedule. Many procedures have been reduced resolving cost from 17 to 40 percent compared to the time before simplification.
In the first 6 months 2024, the rate of dossiers handled on time and ahead of schedule in the province at provincial, district and communal levels reached 98 percent. Chairman of the provincial People’s Committee issued 57 decisions on announcement of the list of administrative procedures since early this year.
Administrative procedures have been updated and posted on the national public service portal, the provincial portal and website of the agencies and units and publicized at the one-stop-shop divisions for citizens and businesses to search and access easily.
The administrative procedure reform of the province was highly evaluated by business community and citizens. The province was ranked 6th nationwide in administrative procedure reform in 2023, jumped 16 places against the previous year.
121 administrative procedures in 15 sectors including industry and trade, planning and investment, health, home affairs, natural resources and environment, labour, invalids and social affairs will be assessed in 2024. Besides, the agencies were urged to review and evaluate their administrative procedures.
Any administrative procedures detected obstacles or inadequacy that hinder production, business and people’s living should be reported to the provincial People’s Committee.
The Office of the provincial People’s Committee has responsibility to make general report (enclosed with the approved plan for administrative procedure simplification) to submit to competent agencies for resolution before September 20, 2024.
In order to improve efficiency of the administrative reform, Chairman of the provincial People’s Committee has directed the departments, agencies and district-level people’s committee to continue to concentrate on reviewing and simplifying internal administrative procedures.
Administrative procedures must be announced and publicized timely and adequately as regulations. All of the administrative procedures must be received and handled on the information system and synchronized with the national public service portal.
It is necessary to boost providing online public services especially full online public services on the national public service portal while restructuring processes of the administrative procedures and public services towards people-centered services.
It is also essential to digitalize documentation and results of handling administrative procedures as well as strengthening exploitation and reuse of information and digitized data.
